The objective of this procurement procedure is to conclude a Contract with one Contractor. The Contract will be awarded to the Tenderer submitting the Most Economically Advantageous Tender (MEAT), which is the Tender with the Best Price-Quality Ratio (BPQR). For the design and execution of the Project “Realisation of North Sea Port Headquarters”, the Contracting Authority is looking for a suitable partner, with whom, after award, a Design Team Phase will first be carried out to arrive at a definitive design. The Contractor will then be allowed to submit a Bid Price, based on this definitive design, as the first and only. If the parties agree on this, the parties will enter into a contract for the further execution in the Execution Phase under the conditions of the UAV-GC 2025.
