Framework Agreement for Air Transport Services

The framework agreement for domestic and international air transport services will be concluded with all economic operators whose tenders are declared admissible. The duration of the framework agreement is 36 months, specifically:

a) until 03.10.2029 if signed by all parties by 04.10.2026, inclusive, and in this case, it takes effect from 04.10.2026, or

b) 36 months from the date of signature by the last party, if this date is later than 04.10.2026.

The framework agreement will establish the general conditions for the procurement of domestic and international air transport services. By reopening competition among the economic operators who are signatories to the framework agreement, subsequent contracts for domestic and international passenger air transport services will be awarded for the destinations/classes/duration/conditions of travel established in the competition reopening stage. The subsequent contracts will be in the form of firm orders. The frequency of subsequent contracts to be awarded: usually weekly or whenever the need for internal or external travel arises, up to the incidence of the sum of 6,157,444.00 lei without VAT. The estimated quantity of airline tickets to be procured for the entire duration of the framework agreement is a minimum of 300 and a maximum of 4,000 airline tickets. For a single subsequent contract among those to be awarded during the framework agreement, the estimated quantity is a minimum of one and a maximum of 20 airline tickets. The subsequent contracts will comply with the conditions of the framework agreement, which will be concluded in accordance with the provisions of the terms of reference. The deadline for submission/request for clarifications: on the 15th day before the deadline set for the submission of tenders. The response time of the contracting authority will comply with the provisions of art. 161 of Law no. 98/2016, with subsequent amendments and additions. Thus, the contracting authority will respond to clarifications with at least 10 days before the deadline for the submission of tenders.
