France – Helpdesk and support services – Vérification d'identité PVID

This contract concerns the supply by the Contractor of all the components and services enabling any applicant for a Vitale card application to benefit from a secure activation process, with identity verification, in accordance with the substantial level of the eIDAS regulation, hereinafter referred to as the Service. The said Service includes, in particular, an identity verification service according to the process of the PVID requirements specification or its equivalent* with the aim of recovering the civil status data from the identity document and a service for checking the conformity of the extracted photo to be entered in the Vitale card application. This contract also includes the following services: • the appropriation by the Contractor of the existing system and the definition of the modalities for integrating its solution; • the implementation of the infrastructure and all the environments necessary for the Service; the operation and maintenance of the Service in operational and secure conditions; • the performance of ancillary services expressed in the form of units of work. This contract is awarded under a negotiated procedure pursuant to Articles L.2124-1, L.2124-3, R.2124-4, R.2142-17 and R.2161-12 to R.2161-20 of the Public Procurement Code. The procurement technique chosen for this contract is that of a composite arrangement combining an ordinary contract in the sense of Article L.2111-1 of the Public Procurement Code and a framework agreement in the sense of Articles L.2125-1 1°, R.2162-1 to R.2162-6 and R.2162-13 to R.2162-14 of the Public Procurement Code, executed by the issuance of purchase orders, concluded, without a minimum order commitment, with a single operator. Indeed, contract no. PAN-26-9/0 is a composite contract including the following services: • services falling under the procurement technique of an ordinary contract: o a service for setting up the Service; o a service for processing files; o services for operating, supervising, supporting and maintaining the Service in operational and secure conditions; o a reversibility service; • services falling under the procurement technique of the framework agreement, namely the following unit-based services: o the consideration of a new identity document and/or study, o the evolution of the service.
