France – Architectural, construction, engineering and inspection services – 26V0409 - Restructuration et extension du stade des Arboras - Concours de maîtrise d'oeuvre restreint
Description
This consultation concerns the restructuring and extension of the Stade des Arboras. To support the Nissa Rugby club (currently in National Division 1) in its progression towards the elite, a restructuring and extension of the current Stade des Arboras, where the club is based, is planned. This project aims to obtain a Top 14 homologation and an LNR label (Gold level) for the stadium. To meet these requirements, a new stadium, complying with the various expected standards, must be built. Its total capacity has been set at 12,500 seats, including VIP and media. The project design will also include the possibility of accommodating up to 2,500 additional temporary seats for exceptional events, allowing the stadium's maximum capacity to be increased to 15,000 seats. The objective is to offer a new showcase for the club and thus broaden its audience, notably by:
- Renewing the spectator experience: seating comfort and visibility from the stands, optimisation of access flows;
- Integrating amenities to improve the stadium's attractiveness, such as catering points, conviviality zones, shop;
- Developing hospitality spaces (lounges, boxes) to accommodate partners and businesses under qualitative conditions, thus contributing to the diversification of the club's resources;
- Facilitating the media coverage of matches, by providing dedicated spaces for media reception (dedicated work areas, press tribune, conference room) and by installing dedicated technical equipment.
Finally, the sports facilities will be modernised: changing rooms, treatment rooms, and other equipment necessary for the professional practice of rugby. The estimated financial cost of the work is 52,980,000 Euros HT (February 2026 value), considering a scenario of demolition of the existing stands and complete reconstruction of the stadium, as well as a phasing of the construction. This estimate constitutes the maximum works envelope; it is expected from the candidates a search for technical and architectural solutions allowing the optimisation of this works cost. By application of Article L2421-4-2° of the Public Procurement Code, the development of the programme and the determination of the forecast envelope may continue during the preliminary design studies until the end of the APD phase. The consequences of the programme and financial envelope evolution will be taken into account by way of amendment. The procedure is conducted in accordance with Article R 2172-2 of the Public Procurement Code applicable to public works contracts and private project management and by the Order of 22 March 2019 specifying the technical modalities of execution of the mission elements of project management entrusted by public project owners to private providers. The contract will be awarded following a restricted competition for project management in accordance with Articles R2162-15 to R2162-22 and R2162-24 of the Public Procurement Code. The level of service expected from the competitors is of the ESQ level as per Article R2431-8 of the Public Procurement Code. The mission elements are listed in Article 2.1 of the Consultation Regulations.
