Belgium – Maintenance and repair of data network equipment – Accord-cadre pour la fourniture, l'installation, la connexion et les tests du câblage du data center, des PDU et des accessoires associés
Description
The contracting authority has two datacenters whose physical infrastructure has been completely renovated. As part of this renovation, the structured network cabling, including patch cables, patch panels, cassettes and associated accessories, has been replaced. The existing datacenter environment comprises approximately 78 racks. The existing structured cabling infrastructure mainly consists of components from Reichle & De Massari AG and includes, among others: • U/FTP CAT 6A copper cabling; • multimode optical fibre cabling; • singlemode optical fibre cabling; • MPO cabling; • patch panels, cassettes, connectors and associated accessories; • cable management and routing systems; • components that integrate with an automated infrastructure management system for the physical network layer. The datacenters are also equipped with Schneider Electric APC rack PDUs and associated lockable power cables. The modifications to the infrastructure, replacements, extensions and new network projects regularly create a need for additional cabling, patch cables, PDUs, power cables and accessories. The existing infrastructure must remain operational and the newly delivered components must be certified as interoperable with the existing infrastructure. The contracting authority's infrastructure standards also provide for the use of UTP CAT 6A cabling, singlemode OS1/OS2 cabling and multimode fibre within the network and datacenter environment.
2.2. Description To-Be
The contracting authority wishes to conclude a framework agreement with an appropriate market actor for the delivery on demand and, if necessary, the installation, connection, testing and certification of the datacenter's physical cabling, PDUs, power cables and associated accessories. The future framework agreement must enable the contracting authority to respond quickly and technically competently to: • modifications and extensions of the existing datacenter infrastructure, while maintaining compatibility and interoperability with the existing infrastructure, including: o existing trunks; o existing patch panels; o existing accessories. The future mission will include: 1. Horizontal Cabling The supply and installation of copper, fibre optic and MPO cabling between racks, both via prefabricated systems and via systems where cable and cassette are supplied separately and connected on site. 2. Vertical Cabling The supply of patch cables and other cabling components to connect computer equipment within the racks, including standard, slimline or fine versions. 3. Cabling Components and Accessories The supply of patch panels, cassettes, connectors, adapters, cable management systems, labels and other associated parts. 4. PDUs and Power Cables The supply of rack PDUs, including single-phase and three-phase versions, and the associated lockable power cables. 5. Installation, Testing and Certification Carry out the installation, measurement and testing work, provide test and calibration reports, certify the installed cabling and provide documentation in accordance with the execution. 6. Technical Support Provide technical support and expertise for changes, incidents, problems and future projects in the datacenter environment. The future solution must connect technically and functionally to the existing infrastructure. This must take into account, among others: • interoperability with existing patch panels, cassettes, connectors and accessories; • compatibility with existing infrastructure management systems; • maintaining the warranties of existing certified systems; • compatibility with existing PDU infrastructure management interfaces and software; • minimal disruption to the operational environment of the datacenter; • avoiding the unnecessary replacement of existing and usable components. The specific technical specifications, minimum requirements, implementation conditions, price list and award criteria are not part of this selection phase. They will be included in the special technical specifications which will be sent to the selected candidates in the second phase. The purpose of this selection guide is solely to identify candidates with the required financial and economic capacity as well as the required technical and professional capacity to implement the future framework agreement. Candidates submit only a request to participate in this phase. They do not yet have to submit an offer, price list or detailed technical solution. Only the selected candidates will be invited to submit an offer in the second phase.
