Description

Creation of a dynamic procurement system for food procurement, in 8 categories: 1. Meat, meat products 2. Vegetables, fruit 3. Dairy products 4. Groceries 5. Baked goods 6. Bakery products 7. Confectionery products 8. Carbonated soft drinks

In accordance with the provisions of the Kbt. 107. § (2), the Contracting Authority (AK) shall, as part of the Participation Documentation, provide the interested economic operators with the main contractual conditions and, as a technical specification, a "General Technical Description" in each category, which contains the individual product types and their general descriptions per product category. The Contracting Authority shall specify the concrete technical content, contractual conditions, and thus the exact quantity of the procurement to be implemented with the dispatch of the invitation to tender in the invitation to tender. Therefore, the Contracting Authority determines the concrete procurement requirement in the DBR with the dispatch of the invitation to tender, so the products made available in the "General Technical Description" as part of the Procurement Documentation may deviate from their technical content, as they are only intended to illustrate the nature of the products expected to be ordered.

The procurement process:

1. Creation of the DBR (participation phase): The AK creates the DBR as a result of the participation phase. No tenders may be submitted in the participation phase! The Contracting Authority draws the attention of the T. Participants to the fact that the substantive procedure is a procedure aimed at creating a dynamic procurement system in accordance with Kbt. 106. §, during which it is forbidden to submit a tender! There is an opportunity to submit tenders in individual procurement procedures initiated within the already established dynamic procurement system!

2. After setting up the DBR, the Contracting Authority sends the invitation to tender to every economic operator taken up in the DBR and asks them to submit a tender. According to Kbt 106. § (3), any economic operator may join the dynamic procurement system during its validity – through the EKR by submitting a participation registration and being qualified as suitable – who meets the suitability conditions defined by the Contracting Authority. The Contracting Authority may initiate several parallel invitation to tender phases at the same time in several categories, either by ensuring tender submission per procurement or without defining parts.
