Denmark – Architectural, construction, engineering and inspection services – Nordværk Affaldsenergi A/S' udbud af rammeaftale om teknisk rådgivning og bistand

The procurement concerns a framework agreement for the ad hoc supply of technical consulting and assistance related to Nordværk Affaldsenergi A/S' (hereafter "Contracting Authority") activities. The technical consulting and assistance will fall under the Contracting Authority's supply operations. The technical consulting generally includes services in accordance with the Danish Association of Consulting Engineers and FRI’s service descriptions (Service Description: Building and Landscape 2018, Service Description: Plant 2019 and Service Description: Client Consulting 2019) as well as later versions thereof, including, but not limited to, the services more specifically described in section 8.3 of the “Draft Framework Agreement for Technical Consulting and Assistance” (hereafter: “Draft Framework Agreement”), which is included as part of the procurement material. The more specific terms for the technical consulting appear from the Draft Framework Agreement. The draft agreement is subject to negotiation, cf. section 9. The framework agreement has an estimated value of DKK 60,000,000 excl. VAT and a maximum value of DKK 70,000,000 excl. VAT. The Contracting Authority has the right to expand the economic framework of the Framework Agreement if the framework agreement is used to a greater extent than expected, cf. the regulation in section 8.4 of the Framework Agreement. The framework agreement is not exclusive. The Contracting Authority is therefore entitled to accept third parties for specific tasks. The Contracting Authority is also not obligated to procure services from the tenderer, and the tenderer is therefore not guaranteed any minimum turnover under the framework agreement.
