Germany – Public transport services by railways – S-Bahn Stuttgart

The Association Region Stuttgart ("Contracting Authority") intends, as the contracting authority pursuant to § 3 Abs. 1 Nr. 4 in conjunction with § 4 Abs. 1 Satz 1 Nr. 1 lit. a and b GVRS, to award railway transport services in local rail passenger transport (SPNV) on the lines of the Stuttgart S-Bahn and two regional railway lines. The contracting authority invites tenders and will award the contract. With the award, the contracting authority will conclude a transport contract with the successful railway transport company ("EVU"). An institution of the public sector to be determined by the contracting authority ("Contracting Authority" in the context of vehicle procurement) will finance and provide the vehicles required for the operation of the transport services. This involves presumably up to 155 used vehicles (Type ET 430) and new vehicles to be procured by the EVU with a financing model. This third party will join the tendering procedure as the contracting authority, once it is clear who it is.
