Germany – Furniture – VIAS Innovationszentrum GmbH Villingen-Schwenningen, Möblierung (Büro- und Konferenzmöbel) und technische Ausstattung (Büro- und Konferenztechnik)

The VIAS Innovationszentrum GmbH Villingen-Schwenningen intends to fully furnish (office and conference furniture, delivery and assembly) and technically equip (office and conference technology, delivery and assembly/installation) a newly constructed office and laboratory building "VIAS" (Networked Innovation Centre for Simulation and Smart Systems) at Wilhelm-Schickard-Straße 8 in 78052 Villingen-Schwenningen. The intended procurement is divided into two lots. Applications can only be submitted for both lots together. Separate performance schedules are available for each lot, from which the type and scope of the procurements intended by the contracting authority can be derived, and which are fully referenced in this notice. The performance schedule "Office and Conference Furniture" (Lot 1) is available as Annex 1, and the performance schedule "Office and Conference Technology" (Lot 2) is available as Annex 2. No offer prices are to be stated in the selection competition. Grant funds are available for these procurements.

1.) The tendering procedure will be conducted in two stages as a selection competition with a negotiated procedure (Section 17 VgV). All applicants in the selection competition who meet the minimum requirements according to the eligibility criteria and whose application for participation is not excluded from the procedure for formal reasons will be invited to submit a bid (submission of a binding first offer). Among the applicants who meet the minimum requirements and are not to be excluded for formal reasons, the selection will be made as to which applicants can demonstrate the references that are most suitable and target-oriented for the furnishing (office and conference furniture) and for the technical equipment (office and conference technology) of an office and laboratory building or a building of comparable size and functionality (e.g. a research facility, a hospital, an administrative building or an educational institution) and meet the minimum requirements. In addition to the reference as such, the number of references submitted in excess of the specified minimum number (3) (max. 10) will also be evaluated. The evaluation is carried out separately by lot. The overall evaluation result is determined by adding the evaluation results from both lots. Details can be found in the attached reference form (Form 6). If two or more applicants are in fifth place, the decision will be made by drawing lots.

2.) Where the contracting authority has specified forms, the applicant should use them in the selection competition. The forms must be completed in full at the designated locations and provided with the name of the person(s) making the declaration in block letters (text form within the meaning of Section 126b BGB). Form 3, Declaration of Commitment by Third Parties, is excluded from this. This proof can also be provided in another form.

3.) The procedure will be conducted exclusively as an electronic tender. The applications and offers are to be submitted electronically by uploading them to the eTendering platform. An advanced or qualified electronic signature is not required for this.

4.) Queries regarding the tender documents (e.g. in case of uncertainties or problems with the electronic documents) and questions are to be submitted exclusively via the communication section of the tendering platform. Questions asked orally or by telephone will not be answered. Oral or telephone information or answers, if given, would not be binding. The contracting authority reserves the right not to answer questions asked less than 8 days before the deadline for the submission of the applications for participation.

5.) Foreign language certificates must be accompanied by a translation in German. The contracting authority reserves the right to request a certified translation from the applicant in this case.
