Description

Project Refill 1. Stadtwerke Leipzig GmbH (hereinafter "Stadtwerke Leipzig") is the municipal supplier for electricity, gas and heat in Leipzig. Stadtwerke Leipzig operates several power plants in Leipzig, including the GUD-Heizkraftwerk Nord, the HKW Süd, several combined heat and power plants and heating plants, which supply the Leipzig district heating network with heat. Stadtwerke Leipzig supplies around one third of Leipzig's inhabitants with heat via the approximately 500-kilometer-long district heating network. The electricity, gas and district heating network required for this is operated by the contracting authority (a subsidiary of Stadtwerke Leipzig). Due to Leipzig's efforts to be climate-neutral by 2040, the existing infrastructures need to be rethought. A first step in this direction is the exit from coal and the associated end of heat supply from the Lippendorf power plant. To compensate for these heat quantities, in addition to in-house generation in new power plants, a significant proportion of the district heating can come from industrial waste heat that has not been used to date. The industrial plants of TotalEnergies Raffinerie Mitteldeutschland (hereinafter: "TRM") hold great potential for the use of industrial waste heat. Therefore, the injection of this waste heat into the district heating network of the city of Leipzig is to be carried out. This is the purpose of the construction of a district heating pipeline including the necessary technical systems from Leuna to Kulkwitz, referred to in total as the "Project". 2. In order for the project to be implemented, a public-law project approval in the form of a plan approval decision is required. 3. The contracting authority has been commissioned by Stadtwerke Leipzig GmbH to implement the project.
