ZORGBEDRIJF ANTWERPEN, WelzijnsverenigingBelgiumPublished on Sep 08, 2026
No deadline given

Description

The contract concerns the provision of an integrated mobility solution, involving the long-term rental (operational leasing) with an optional purchase, of vehicles for Zorgbedrijf Antwerpen. Specifically, for passenger cars (mainly EVs), the proposal must come from a multi-brand supplier who can offer at least 4 categories with various brands and models available. For the technical fleet, Zorgbedrijf Antwerpen retains free choice. As long as there is no reasonable action radius to increase the number of kilometres nor expand the loading capacity, the contracting authority cannot make sufficient use of EV cars and is dependent on ICE cars. The aim is to designate three tenderers/contractors who have submitted the economically most advantageous offer based on award criteria that are specific to the framework agreement. For each subsequent contract, these three contractors will be put in competition (mini-competition) based on the award criteria. The current fleet consists of 262 vehicles as of 1 January 2026. For information only, we would like to add that these are management cars, management and expert cars, functional cars, pool cars, buses with wheelchair lift, large vans, medium-sized vans, vans with furniture box, small vans and minibuses for 7 to 9 passengers. If in the future EV technologies are optimised for these cars, we expect that the selected partners will support us to the maximum extent and in a structural way with all relevant technological developments and evolutions in terms of Total Cost of Ownership (TCO). Of course, this support must take place in full compliance with the applicable laws and regulations, internal compliance guidelines and the contractually agreed quality, security and sustainability standards. Moreover, the partner(s) guarantee that all delivered solutions and services are in accordance with the applicable European and national regulations. Furthermore, the contract includes the delivery and installation of charging stations and charging passes. Fuel cards are needed for the technical vehicles as well as for the current fleet that is being phased out. The aim of this contract is to realise a sustainable and cost-efficient solution that facilitates the use of electric vehicles but also includes the phasing out ICE vehicles in the whole. The contract will be divided into parcels.
