This contract involves concluding a framework agreement with a soil remediation expert type 1, recognised in accordance with VLAREBO. The contract provides for the execution of soil, groundwater, and asbestos surveys within the framework of VLAREBO on parcels located within the Flemish Region. This contract also includes the drafting of a demolition follow-up plan by an expert registered with a demolition management organisation on parcels located within the Flemish Region. This falls within the traceability procedure in accordance with article 4.3.5, § 3 VLAREMA. For this contract, the procedures are followed as mentioned in the standard procedure for drafting a demolition follow-up plan and inspection report. The drafting of a demolition follow-up plan is the first step in the traceability procedure and is required if one wishes to work via a recognised demolition management organisation for the disposal of selectively collected demolition material to achieve a demolition material with a low environmental risk profile. The demolition follow-up plan aims to provide a list of all expected waste materials released during the planned demolition works, as well as to formulate recommendations for selective demolition. Based on a certified demolition follow-up plan, the further traceability procedure as included in the standard procedure for traceability of demolition material via a recognised demolition management organisation can be followed. The contract consists of various sub-contracts, the price of which is calculated based on the unit prices that the tenderer has specified in the inventory. These sub-contracts can consist of: • technical report on soil, groundwater, and asbestos survey • demolition follow-up plan The main recipients of this framework agreement are Agentschap Natuur en Bos and the Vlaamse Landmaatschappij (www.vlm.be). Both Agentschap Natuur en Bos and the Vlaamse Landmaatschappij will annually initiate between 20 and 25 sub-contracts per parcel for the drafting of a technical report for soil, groundwater, and asbestos surveys, as well as for the drafting of a demolition follow-up plan within the framework of this framework agreement.
