France – Electrical installation work – Travaux divers d'installations électriques basse tension et courant faible sur les aéroports de PARIS_CDG, de PARIS_LE BOURGET et des AERODROMES d'AVIATION GENERALE

This consultation aims to award a framework agreement for works to carry out operations on the low voltage and low current electrical installations of PARIS-CDG, PARIS-LBG and the General Aviation Airfields. The expected services are defined in the special technical clauses document and its possible annexes. The services mainly concern various strong and weak current works, studies, supply and installation of various electrical services such as the implementation of TGBT, locks, etc. The works can be carried out both during the day and at night, in public areas as well as in secure areas, most often with a site in operation. The Framework Agreement will be executed in the form of a multi-beneficiary framework agreement with purchase orders, with a maximum of 4 beneficiaries following the consultation and will include a permanent financial threshold for competition of 30 k€ HT. • Below the financial threshold of 30,000 euros HT, the framework agreement results in the award of purchase orders without competition between the Beneficiaries. Each Beneficiary may be consulted individually without competition. The award of orders will be made according to the specific nature of the service in question as well as the adequacy between the mission and the profiles of the interveners as well as the methodology indicated in the technical memorandum of the Beneficiary. Aéroports de Paris undertakes not to solicit the same Beneficiary on a recurring basis when there are several offers likely to meet its need. This mechanism for awarding orders does not, however, confer on the Beneficiaries any acquired right to obtain an order during the execution of the contract. At the end of the framework agreement, each beneficiary will have been consulted regarding the award of purchase orders of an amount below the threshold. • Above the financial threshold of 30,000 euros HT, Aéroports de Paris undertakes to put the beneficiaries back into competition, at each need, for the award of the purchase orders: The award of each purchase order will be the subject of a competition between the Beneficiaries according to the modalities defined below. Unless otherwise indicated in the consultation email sent to the Beneficiaries at the time of the competition, the purchase orders will be awarded according to the following judgment criteria: • Price • Deadline/schedule • Technical The weighting of the price criterion will be at least 40%. The weighting of the deadline/schedule and technical criteria will be distributed and adjusted according to the subject of the competition of the beneficiaries.
