Germany – Architectural services for buildings – Bundesanstalt für den Digitalfunk der Behörden und Organisationen mit Sicherheitsaufgaben (BDBOS), Sanierung von zwei Technikgebäuden des Bundes (TgdB) in Thüringen, Objektplanung

Federal Office for Digital Radio of the Authorities and Organisations with Security Tasks (BDBOS), renovation of two technical buildings of the Federal Government (TgdB) in Thuringia. The contracting authority intends to renew the technical systems of two data centre-like technical buildings of the Federal Government with redundant technical systems while the buildings are in operation. This particularly concerns drinking water systems, ventilation and air conditioning systems, cooling systems, low-voltage systems, self-generation systems, medium-voltage systems, fire alarm systems, building automation and oxygen reduction systems. For the planning and implementation, the services of building and interior design planning will be tendered within a negotiated procedure with a selection competition for the award of architectural services in accordance with § 34 HOAI for the performance phases 2 to 8 (performance levels 1 to 4). For participation in this tender, in the first stage (competition for participation), the submission of a registration form (application for participation) with the required information and evidence is required by the set deadline. The best-suited applicants selected at the end of the evaluation of the first stage will become participants in the second stage of the procedure (bidder procedure). In the second stage, the first offer is then to be submitted. Negotiations will continue on the basis of the first offer. After the submission of the final non-negotiable offers, the bidders will be invited to present themselves in person to a jury. A written/digital presentation is not desired, not required and will not be evaluated. The focus of the building design is on the coordination of the technical specialist planners, as well as on the tendering and management of an accompanying service. The services are to be implemented at two locations with a slight time delay, in parallel with the same contractors. During the project supervision, the presence of the applicant must be ensured at all times when the construction services are being carried out by the contractors. The construction project has been classified as VS-NfD. The conditions for planning and implementation are set out in the VS-NfD-Merkblatt_GHB-Anl4 of the tender documents. All correspondence during the contract phase must be conducted via an encryption program that has the approval of the Federal Office for Information Security (BSI). The contractor undertakes to purchase, maintain and use corresponding software for encryption. Corresponding licenses for the program GnuPG VS-Desktop recommended by the TLBV must be acquired by the planner for the contract phase and the later contractors. The costs for the program, its installation and additional effort in processing the project are to be included in the offer and will not be remunerated separately. Due to the security requirements, all persons involved in the project must be checked in accordance with the Security Screening Act (SÜG). No persons from countries listed in § 13 and 17 SÜG may be involved in the project.
