Poland – Forestry services – Wykonywanie usług z zakresu gospodarki leśnej na terenie Nadleśnictwa Międzychód w latach 2027-2028

The subject of the contract are forestry services in accordance with the definition in art. 6, para. 1, item 1 of the Act of 28 September 1991 on Forests (consolidated text: Dz. U. of 2026, item 663 – "Forest Act") covering works in the field of forest cultivation and protection, fire protection, timber harvesting and extraction, as well as nursery and seed management, to be carried out in the Międzychód Forest District in the years 2027-2028. The subject of the contract has been divided into 5 parts ("Packages"). The detailed scope of the works is described in the Contract Documents (Specification of Contract Conditions-SWC and annexes to the SWC). The material scope of the subject of the contract includes the summary quantities of works in the field of forest cultivation and protection, fire protection, timber harvesting and extraction, as well as nursery and seed management resulting from Annex No. 2 to the SWC, which consists of: Annex No. 2.1. - planned size of works; Annex No. 2.2.1. - detailed size of works by groups of activities, activities and location; Annex No. 2.2.2. - valuation of the contract value for individual works; Annex No. 2.3.1. - characteristics of the forestry in terms of timber harvesting; Annex No. 2.3.2. - assortment structure of timber harvesting in the forestry; Annex No. 2.3.3. - list of distances and conditions for timber extraction; Annex No. 2.3.4. - list of positions with additional difficulties in the field of harvesting and extraction; Annex No. 2.3.5. - list of positions not available for mechanical harvesting; Annex No. 2.3.6. - information on the optimal technology of timber harvesting (potential); Annex No. 2.3.7. - information on the optimal variant of timber harvesting; Annex No. 2.4.1. - potential locations for the care of forest stands; Annex No. 2.5. - forecast quantities and places of seed collection. The material scopes listed in the annexes constituting Annex No. 2 have an estimated character. The detailed list of forest addresses for the year 2028 will be provided to the Contractor by the Contracting Authority before the start of the works in the following year, i.e. after the approval of the provisional financial plan in the period up to the end of the previous year of the implementation period. The quality standards relating to all essential features of the subject of the contract are specified in Annex No. 3 to the SWC, which consists of: Annex No. 3.1. - Description of the standard of technology for carrying out forest works; Annex No. 3.2. - Tables of Parameters (separately for each of the Packages) regarding the activities indicated in the Description of the standard of technology for carrying out forest works, which consists of: Annex No. 3.2.1. - Table of Parameters for Package No. 01; Annex No. 3.2.2. - Table of Parameters for Package No. 02; Annex No. 3.2.3. - Table of Parameters for Package No. 03; Annex No. 3.2.4. - Table of Parameters for Package No. 05; Annex No. 3.2.5. - Table of Parameters for Package No. 06; Annex No. 3.3. - Description of the standard of technology for carrying out works in the field of nursery management; Annex No. 3.4. - Tables of Parameters (for Package No. 06) regarding the activities indicated in the Description of the standard of technology for carrying out works in the field of nursery management, which consists of: Annex No. 3.4.1. Table of Parameters for Package No. 06; Annex No. 3.5. Description of the standard of technology for carrying out works in the field of fire protection; Annex No. 3.6. - Tables of Parameters (for Packages No. 01, 02, 03, 05) regarding the activities indicated in the Description of the standard of technology for carrying out works in the field of fire protection, which consists of: Annex No. 3.6.1. - Table of Parameters for Package No. 01; Annex No. 3.6.2. - Table of Parameters for Package No. 02; Annex No. 3.6.3. - Table of Parameters for Package No. 03; Annex No. 3.6.4. - Table of Parameters for Package No. 05. The provisions set out in Annexes No. 3.1., 3.3., 3.5. to the SWC constitute the basis for determining the quality requirements relating to the elements constituting the subject of the contract (Annex No. 2 to the SWC). If an activity described in the above annexes has not been provided for in the description of the subject of the contract (Annex No. 2 to the SWC), then in this respect the provisions of Annexes No. 3.1., 3.3., 3.5. to the SWC do not apply. The Tables of Parameters contain (separately for each Package) detailed information regarding the manner of carrying out some of the activities described in Annexes No. 3.1., 3.3., 3.5. to the SWC, in the special conditions relating to a given Package constituting the subject of the contract. The descriptions of the activity codes describing individual forest works (activities) constituting the subject of the contract are described in Annex No. 3 to the SWC. The description of the procedure for carrying out the acceptance of forest works is contained in Annex No. 3 to the SWC. The Contracting Authority, in accordance with art. 95 of the Public Procurement Law, requires the Contractor or subcontractor to employ, on the basis of an employment relationship, persons performing activities in the field of implementing the contract, consisting in the harvesting and extraction of timber, if the performance of these activities involves work in the manner specified in art. 22, para. 1 of the Act of 26 June 1974 - Labour Code - this applies to Packages No. 01, 02, 03, 05. The Contracting Authority has at its disposal a social premises as well as nursery machines and equipment, which it can make available to the Contractor (on his written request) at a charge, to whom the contract for Package No. 06 will be awarded.
