France – Construction project management services – Mandat de maitrise d'ouvrage pour le prolongement du tramway T7 (ATHIS-MONS-JUVISY SUR ORGE)

The contract is a framework agreement for a design and build contract for the continuation of the T7 operation between Athis-Mons - Juvisy-sur-Orge (T7AMJ). Under the present framework agreement, the Contractor acts on behalf of and for the account of the project owner, and more particularly during the following phases: assistance with the award of construction contracts (ACT); and any other contract necessary for the execution of the operation; compliance with the execution studies (EXE) and Visa (VISA); project supervision (DET); assistance during reception and during the warranty period (AOR); assistance with the preparation of operation and commercial commissioning. Some of these phases are already operationally underway. It is expected that the contractor will carry out the missions by integrating the progress to date of these phases. The Contractor ensures, throughout the duration of the operation, i.e. for all the phases of the operation, and this, from the notification of the present framework agreement, the following missions: overall organisation and planning of the operation, global management of the studies or restudy, general coordination, technical (thematic expertise, opinions, advice) and legal assistance, management of the project interface with the concessionaires, supervision, management, organisation and monitoring of all administrative, environmental, and safety procedures, risk management, assistance in the development and implementation of the communication plan, management of the procurement strategy of the operation and the execution of the intellectual service contracts, accounting management and control of payments, overall budgetary and financial monitoring, management of land ownership and the operation's agreements, relations with third parties, compensation, and assistance in legal actions, Preparation for subsequent management and handover agreements. The present framework agreement is a single-source composite framework agreement, with a part of the services subject to a lump sum remuneration and a part giving rise to the issuance of purchase orders. It does not have a minimum but a maximum value for the total execution period and only for the unit price part with purchase orders of 2,000,000.00 euros excl. VAT. The purchase orders will be issued under the conditions set out in Articles R.2162-13 and R.2162-14 of the Public Procurement Code. The contract does not include a tranche.
