Description

This contract concerns the award of a framework agreement for the recovery of commercial debts, legal surcharges imposed on fraudulent travellers on vehicles and in areas operated by the STIB, and administrative fines. The STIB already handles part of the amicable recovery phase (transmission of the report drawing up the fraud or the offence, sending an invitation to pay, sending a first reminder, sending the notice of assessment which has enforceable force for administrative fines, responding to objections sent by offenders, processing payment plans, etc.). The STIB wishes to work with a single interlocutor. It thus aims for greater efficiency, simplified management and a complete service, from the transmission of a file to the potential judicial enforcement, according to a predefined path specific to each type of recovery (commercial debts, surcharges and administrative fines). The service provider must have sufficient capacity to handle all STIB recovery files in a smooth and structured manner, i.e. an estimated 60,000 files opened per year. The recoveries are made throughout Belgium, but mainly in the Brussels-Capital Region and the surrounding municipalities. The service provider must have at least one office established in the Brussels-Capital Region and open to the public to collect the debts. The service provider may also extend its activities to European countries. The contract will be awarded to a maximum of 2 contractors: a main contractor and a secondary contractor. The latter will execute the contract in the event of systematic failure of the main contractor.
