Description

Project rationale The Chamber of Crafts of the Palatinate plans to consolidate its vocational training and technology centre in Ludwigshafen and its vocational training centre in Landau at a new location in Neustadt an der Weinstraße. The aim is to create a modern, sustainable and economically inter-company educational institution as a "lighthouse project" for the Palatinate craft industry.

Construction project On a plot of approximately 31,000 m², a new building with around 12,200 m² of usable space and approximately 8,000 m² of open spaces will be constructed. Provision is made for 26 training units with 334 work and learning places for various craft trades. The total costs amount to approximately 73.4 million € gross (cost groups 200–700 excluding cost group 600) plus equipment costs of approximately 10–13 million €. The project is financed by the Chamber of Crafts' own funds and funding from the Federal Government and the State of Rhineland-Palatinate.

Requirements for landscape design The open spaces are to be used partly as a school learning environment and must meet the high urban design requirements of the exposed location at the entrance to the town. Special requirements are:

- Design of high-quality and attractive open spaces with a clearly recognisable entrance and orientation zone

- Creation of approximately 150 parking spaces and approximately 40 bicycle parking spaces including bicycle stands and charging infrastructure for electric mobility

- Solar canopy of the parking spaces in accordance with the Land Solar Act of Rhineland-Palatinate

- Ensuring connection to public transport and public cycle and footpaths

- Allocation of areas for school exercises in the open space

- Strong greening of the site and compensation for additional sealing by suitable planting measures

- Greening of roofs and facades

- Consideration of the listed former Turenne barracks and the special urban design situation at the town entrance

- Ensuring a bypass of the building for delivery and fire service access and access to the parking spaces

Rainwater and open space management The rainwater is to be retained or utilised on the site. An integrated rainwater management system is required according to the principle of the "sponge city" with infiltration, retention and use of rainwater for green spaces and tree plantings. The natural terrain gradient of approximately 2.70 m from south to north must be taken into account.

Planning conditions In the eastern part of the site there is a power pole with a 110-kV line. A radius of 15 m around the pole must be kept free of construction; a protection strip of 40 m width runs along the line. In addition, a sewer DN 250/DN 300 runs in the area of the western boundary of the site. The associated protection strip of 12.50 m width (5.0 m or 7.5 m on both sides) must be kept free of construction, but can be used, for example, for parking and open space uses. The landscape design must be integrated into the overall planning and coordinated with the building design.

Funding The project is grant-funded. The examination of the funding application on the basis of the design planning will take up to 12 months according to the information provided by the funding body. In view of this, a period of up to 12 months may elapse between the completion of stage 1 and the commissioning of stage 2, which must be taken into account and priced in by the bidders in the course of the tendering process.
