Poland – Cleaning and sanitation services in urban or rural areas, and related services – Utrzymanie czystości i porządku na terenie parków i zieleńców w Oleśnicy w 2027 r.

Current cleaning of areas carried out through: a) manual removal, in particular of packaging (e.g. cans, bottles, foil, cardboard), papers, bags and flyers as well as other waste not mentioned. As part of the current cleaning, illegal posters, leaflets and advertisements placed on trees, bins, benches, and small litter such as cigarette butts, caps, should be removed from areas particularly prone to littering, such as around benches, (swept or brushed at least once a day); b) maintaining cleanliness of pedestrian paths, which means sweeping surfaces designated for maintenance to remove all kinds of dirt (e.g. sand, mud, papers, leaves, etc.), filling in holes dug by dogs on alleys, removing weeds and overgrowing grass (known as edging), c) replenishing plastic bags in bins (applies to bins lacking metal inserts - 15 units), d) placing a bin in the correct position if it is tilted or overturned. 2) Emptying and maintaining cleanliness around bins: a) 91 bins in the Old Town area and 84 bins in the Park nad Stawami area: ­ from 1 January to 14 April on Mondays, Wednesdays, Fridays and Saturdays, ­ from 15 April to 15 October on Mondays, Wednesdays, Fridays, Saturdays and Sundays, ­ from 16 October to 31 December on Mondays, Wednesdays, Fridays and Saturdays. b) 238 bins in other locations on Mondays and Fridays. The Purchaser reserves the right to set up additional bins in new locations during the contract period (the predicted quantity is a maximum of 30 bins during the contract period). The placement of bins will not be the responsibility of the Contractor, but only their emptying at the frequency indicated by the Purchaser. 3) The Contractor has the obligation to notify the Purchaser of the theft or vandalism of a bin and/or bench. This should be reported on the same day that the task was carried out according to the schedule. 4) Placing a waste container with a capacity of at least 1 100 l in the area of the Market in Oleśnica at ul. Wrocławska and ensuring the removal of solid waste at least 2 times a week. 5) Maintaining the cleanliness of municipal facilities by washing with detergent and water from all dirt, including bird droppings: a) benches - 100 units b) bins - 100 units. 6) Liquidation of "wild" dumps at the request of the Purchaser and participation in the "World Cleanup" action. The Contractor will have to remove up to 150 m³ of waste. 7) Cleaning immediately after the occurrence of atmospheric phenomena causing damage or destruction on green areas, by removing windfalls and uprooted trees, scrap, branches immediately in situations threatening the safety of people and property and collecting branches and other waste together with sweeping pedestrian paths. The Purchaser envisages that the Contractor will have to remove up to 15 uprooted trees or tree scraps in the sense of art. 5 point 26c and point 26d of the Act of 16 April 2004 on nature conservation. 8) Removal of dead animals, which means collecting, transporting and disposing of animal carcasses or their parts in accordance with the requirements set out in Regulation (EC) No 1069/2009 of the European Parliament and of the Council of 21 October 2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and repealing Regulation (EC) No 1774/2002 (Regulation on animal by-products) (OJ L 300, 14.11.2009, p. 1). The Purchaser reserves the right to impose contractual penalties as specified in § 10 paragraph 1 point 2. 9) Preparation, by tidying the area i.e. collecting litter, removing posters, washing benches, bins and the monument, removing weeds, leaves from paths and the square in front of the monument and re-cleaning the adjacent area on the day of the ceremony, even if it falls on a Saturday or a statutory holiday, and after the ceremony, at the request of the Purchaser, removing flowers and candles: a) Ronda Żołnierzy Wyklętych before 1 March, b) the plaque commemorating prof. Antoni Cieszyński before the anniversary of his birth i.e. 31 May, c) the monument to Fryderyk Chopin before 27 May, d) Skwer Kombatantów Rzeczypospolitej before the ceremonies: 15 August, 1 September, 11 November, e) the obelisk in honour of the Heroes of the Warsaw Uprising before 1 August. 10) During events organised on Saturdays and Sundays by the Gmina Miasto Oleśnica, the Contractor will carry out additional cleaning of the Market area, emptying street bins ordered by the Purchaser. - 10 two-day events (Saturday-Sunday) - 2 one-day events falling on public holidays 11) During a 3-day event (Friday – Sunday) organised in the period May/June, cleaning the area of the Old Town and emptying street waste containers, outside the event area – Dni Oleśnicy. 12) Implementation of the marking of trading posts (with laminated numbers attached to posts according to the map attachment) at ul. Wojska Polskiego and at ul. Cmentarnej on 29.10.2027 - 02.11.2027 on part of plot no. 9/3 AM 24 at ul. Cmentarnej with an area of 300 m2 and part of plot no. 3/73 AM 12 at ul. Wojska Polskiego with an area of 220 m2 and maintaining cleanliness and order at these posts during the above period. 13) Maintaining order during the winter action, through: a) undertaking uninterrupted, comprehensive and systematic actions aimed at removing snow and eliminating slipperiness on pedestrian paths, b) the effects of winter should be eliminated with a frequency allowing safe movement and in a manner not causing obstacles to pedestrian traffic, c) pedestrian paths must be cleared of snow and gritted
