Germany – Architectural, construction, engineering and inspection services – Rahmenvertrag Bauplanung in Umspannwerken

The subject of the framework contract is planning, consulting and construction supervision services for new construction and expansion of facilities (Specialist Package A), maintenance measures in substations (Specialist Package B) and for buildings and associated infrastructure areas (Specialist Package C) (Annex Specification of Services ID L[X-X]_15.00). The award procedure is divided into three specialist packages with a total of ten lots: Specialist Package A includes five lots (1–5), Specialist Package B two lots (6–7) and Specialist Package C three lots (8–10). The lots are divided by volume or region according to § 3.3 of the Annex Procedure Conditions (ID L[X-X]_02.00) and the Bill of Quantities of the respective lots (ID L[X-X]_10.00). The services will be procured on a needs basis via individual call-offs. There is no obligation to accept; the quantities stated serve only as a basis for calculation. The contracting authority reserves the right to accept 100% more services and quantities. After exceeding the maximum quantity, the contract automatically ends (Annex Procedure Conditions ID L[X-X]_02.00). The tenderer's offer must correspond to the tender documents; alternative offers are not permitted. The award is made per lot to the most economically advantageous tender on the basis of the defined award criteria (according to Annex Award Criteria (ID L[X-X]_06.00). A bid for several lots is possible; a limit on the award applies according to the tender documents according to § 3.3 of the Annex Procedure Conditions (ID L[X-X]_02.00). A framework contract will be awarded per lot for a period of 5 years plus an option to extend by 3 x 1 year (see §18 of the Annex Contract Text ID L[X-X]_14.00). A backup function will be agreed with the unsuccessful bidders according to §20 of the Annex Contract Text (ID L[X-X]_14.00).
