Netherlands – Software package and information systems – Energie- Management Systeem

The Contract involves the delivery, implementation and support of a new Energy Management System (EnMS) for the University of Leiden. A well-functioning Energy Registration and Monitoring System (EBS) is an integral part of the EnMS solution. For the majority of the buildings, an EBS is legally required. The EnMS solution must therefore comply with the applicable guidelines as established by the Netherlands Enterprise Agency (RVO). With this tender, the Contracting Authority aims to have a scalable, future-proof and securely set up SaaS solution that unlocks reliable energy information and supports legal obligations, financial processes and sustainability goals. The EnMS acts as the primary system for long-term storage, management and analysis of the Contracting Authority's energy data. The EnMS must integrate in a robust and retrievable manner with existing systems and data sources of the University of Leiden and be suitable for data exchange within the existing information provision. The Contract consists of the following components: the delivery, implementation and support of an EnMS as a SaaS solution the delivery of monitoring services focused on data quality and continuity the delivery of additional functionality modules and dashboards (optional) For component 3, there is no obligation to accept. The Contracting Authority wishes to be able to purchase modules and dashboards optionally and separately from each other during the term of the Agreement. The full or partial offering of component 3 does not form a ground for exclusion. The extent to which the functionality of the requested modules and/or dashboards is offered will be taken into account in the quality assessment of the registration.
