Construction and delivery of a ready-to-operate survey and piloting vessel, Type PVS 25
1. General: Since 2005, the Hamburg Port Authority (HPA) has united all port-related responsibilities of the Hamburg authorities in a public corporation. The goal of this merger is to achieve efficient and future-oriented port management from a single source. With around 1,800 employees, the HPA is responsible for the entire port infrastructure, the port railway, and the safety of shipping. The HPA awards contracts for itself and for the Flotte Hamburg GmbH & Co. KG. Flotte Hamburg GmbH & Co. KG (FLH) is a 100% subsidiary of the Hamburg Port Authority (HPA) and was established on 1 July 2017 to manage the comprehensive fleet of ships of the Free and Hanseatic City of Hamburg. Its task is to provide the entire fleet of the Free and Hanseatic City of Hamburg. In addition to the Hamburg Port Authority, the Water Police, the Fire Department, and the State Agency for Roads, Bridges and Waterways currently use the ship pool of Flotte Hamburg.
2. Contract Scope: FLH intends to commission the new construction and ready-to-operate delivery of a survey and piloting vessel. The vessel will be used as a survey and piloting vessel at FLH and will be given the working title "PVS 25."
3. Task Description of the Survey and Piloting Vessel: The survey and piloting vessel will be used for:
- Traffic safety surveying in the Hamburg port area
- Control surveying to monitor and control dredging operations
- Control surveying at embankments, quay walls, movable infrastructure, etc.
- Sediment echo sounding (navigational depth)
- Evaluation of measurement results on board
- Density monitoring in the main sedimentation foci
- Capture of port inventory data by laser scanner and photogrammetric measurements
- Flow measurements
- Water sampling
- Use of multifunctional probes
- Sediment sampling for release testing by means of Feen Greifer/Frahmlot.
4. Area of Operation: The area of operation extends over the entire Hamburg port, including the surrounding areas according to the Hamburg Port and Shipping Act, as well as Zones 2-Inland and 2-Sea, Zones 3 and 4. Permission to enter tanker ports is required.
5. Note on the following tendering procedure: For the subsequent negotiation procedure, a ship design must be submitted with the invitation to tender. A list of the documents to be submitted will be provided to the applicant with the invitation to tender.
6. Place of Delivery: The place of delivery of the vessel is the Port of Hamburg.
7. Technical Description: The documents attached to the documents "Technical Description" (Annex 1) and "General Design Drafts" (Annex 3.1 and 3.2) describe the requirements of the client for the survey and piloting vessel "PVS 25" and are intended to serve the applicant as an orientation or decision-making aid for participation in the competition. The client reserves the right to revise, adapt, specify or supplement these documents as part of the invitation to tender.
8. Note on the Contract Award: The client intends to award the contract for the construction of the vessel in early 2027. The tender is subject to a financing reserve. It is planned to release the funds in December 2026 by the supervisory body of Flotte Hamburg GmbH.
