The subject of the tender is the conclusion of a framework agreement for the supply of paper for the public contracting authorities named in the contract notice who are entitled to call off. KoPart eG is the purchasing cooperative of the Association of Cities and Municipalities of North Rhine-Westphalia. Its members include municipalities and companies under public ownership. It conducts the procurement procedure for the participating public contracting authorities and acts solely as the contracting entity. The procurement and handling of individual orders are carried out through the electronic catalogue purchasing of KoPart eG. To this end, the tendered items and the associated conditions are integrated into an electronic ordering platform after the award of the contract, the operation of which is comparable to a webshop. The participating members are to cover their paper needs as comprehensively as possible via this platform on the basis of the tendered framework agreement. The designated and authorized purchasers named by the members receive personal online access. They compile the required items in a shopping cart and transmit the order electronically to the respective supplier. The supplier takes over the further order processing and delivery in accordance with the framework agreement. The respective supply contract is concluded exclusively between the supplier and the ordering member. KoPart eG will not be a party to the individual supply contracts. Further members can be enabled for electronic catalogue purchasing during the term, provided they belong to the public contracting authorities named in the contract notice who are entitled to call off. Later membership in KoPart eG or enabling for the ordering platform does not in itself constitute a right to call off under this framework agreement.
