Germany – Staff development services – Rahmenvertrag über die Weiterentwicklung und Durchführung von Personalentwicklungsleistungen für die Bundesanstalt für Wasserbau (BAW), die Bundesanstalt für Gewässerkunde (BfG) und den Deutschen Wetterdienst (DWD)

The BAW intends to award a framework contract for a duration of four years for the further development and implementation of personnel development services for the superior authorities BAW, BfG and DWD within the business area of the BMV with this invitation to tender. The BAW has one location in Karlsruhe and two locations in Hamburg. The main location of the BfG is in Koblenz, and the main location of the DWD is in Offenbach. The personnel development concept of the entitled authorities prioritises uniform and neutral support and accompaniment of the management, with particular focus on the cooperation of the management with the employees. This includes typical topics from the area of leadership competencies, such as group feedback, conflict resolution, complex change processes, and working in a digital work environment. The contractor will carry out training measures for the management of the entitled authorities upon individual call-off. Within the framework of these training measures, the contractor will impart theoretical basics to the management in a balanced ratio and carry out practice-oriented exercises. The exchange among the management is a crucial component of the measure. The training measures usually take place in and for a group of management. In individual cases, the contracting authority may also call off training measures for other target groups. This also includes orders for small groups and individuals. Furthermore, the contractor will carry out so-called team days, at which the management and their organisationally assigned employees are accompanied in a joint learning and development process and jointly develop communication and organisational structures as well as processes. The contractor also provides digital support services or integrates them into the training measures as required. The learning content will be made available digitally. The training will take place nationwide in presence at various locations. The virtual component of the training content or modules is to be designed according to the needs of the management or the contracting authority. The search and reservation of a suitable venue, including any necessary overnight stays, will be handled by the respective calling authority in the event of an order. The lecturers responsible for the execution of the individual order or the lecturers employed must have at least three years of practical experience in the field of conducting management training. No minimum order quantity is agreed. Likewise, the number of individual call-offs in the four years of the contract period may vary each year.
