Romania – Gas supply mains construction work – Execuție lucrări pentru obiectivul de investitii - „ÎNFIINȚARE SISTEM DE DISTRIBUȚIE GAZE NATURALE ÎN COMUNELE MÂNĂSTIREA, CHISELET, SPANTOV, JUDEȚUL CĂLĂRAȘI”

The contract's subject is the execution of works related to the investment objective "Establishment of a natural gas distribution system in the communes of Mânăstirea, Chiselet and Spanțov, Călărași County", in accordance with Technical Project no. 8/2025 – P.T.–D.E. phase, the Book of Works, the Building Permit and the other technical documents that make up the award documentation. The works include the realization of a new natural gas distribution network with a total length of approximately 37,320 m, the realization of the connection pipeline to the existing distribution system, the execution of the Regulation-Measurement-Delivery Station – SRMP, as well as all works, verifications, technological tests, reception operations and activities necessary for the commissioning of the system. The works will be carried out on the territory of the communes of Mânăstirea, Chiselet and Spanțov, Călărași County, as well as on the additional locations related to the investment, namely the connection section to the existing distribution system located on the territory of the municipality of Oltenița, the location of the Regulation-Measurement-Delivery Station and the transit section located on the territory of the commune of Ulmeni, Călărași County. The investment aims to ensure access to the natural gas distribution network for approximately 988 households. The contract's subject is exclusively the execution of the works, without including services for the preparation, updating or verification of the technical project, which has been carried out prior to the initiation of the procedure. The Execution Period is a maximum of 36 months, calculated from the Start Date established by the Administrative Start Order issued under the terms of the Contract. The warranty period for the works is 36 months from the date of commissioning and is distinct from the Execution Period. The estimated value of the contract is 29,264,199.92 lei excluding VAT. The estimated value reflects the equivalent of all activities and requirements stipulated by the Book of Works and is set based on the general estimate at the design phase P.Th. The estimated value does not include provisioned sums/reserves for implementation, so there is no overlap between the provisioned sums and diverse and unforeseen expenses. At the project level, a sum related to diverse and unforeseen expenses is provided in the amount of 200,000 lei excluding VAT, distinctly evidenced in the general estimate and not included in the estimated value declared for the execution contract which is the subject of this procedure. The deadline by which the contracting authority will respond clearly and completely to all requests for clarifications/additional information is 11 days before the deadline for submission of tenders. Number of days until which clarifications can be requested before the deadline for submission of tenders/applications: 18 days.
