France – Business and management consultancy services – Accord-cadre Citoyens et Institutions (CIN)

This framework agreement aims to entrust several selected awarding bodies with the provision of services for: - organisational, strategic and digital advisory services; - advisory services on citizen participation and co-construction of public action - advisory services on financial governance, and preparation of reforms (public policies, programmes) as part of the preparation of operations financed by the AFD or the launch of their implementation (start-up). This framework contract is composed of 3 distinct lots, each targeting a specific thematic area of expertise, but which may draw on certain common skills for some services. - Lot 1: "Efficiency and transparency of public institutions": Organisational and digital transformation aimed at framing organisational and/or digital transformation for AFD counterparts or carrying out services/studies defined in identified areas to support the efficiency of institutions and the transparency of their actions. - Lot 2: "Particip'Action": Advisory services, support for defining strategies for citizen participation of public project owners and assistance with the design and implementation of citizen participation mechanisms as part of AFD operations. - Lot 3: "Public policy reforms and financial governance": Study and advisory services in the field of public policy reform and financial governance covering specific diagnostics, evaluation, facilitation of dialogue between stakeholders and comprehensive feasibility studies for public policy or programme budget financing in support of reforms.
