Description

The "German Statutory Accident Insurance" Association (DGUV or Contracting Authority) is the umbrella organisation of the trade associations and the accident insurance institutions of the public sector. It represents the common interests of its members and promotes their tasks for the benefit of the insured and the companies. The DGUV represents statutory accident insurance to politics, federal, state, European and other national and international institutions as well as social partners. The DGUV intends to tender general project services, consulting services, conceptualisation and implementation services in the SAP environment. A system-based budget planning and management and continuous availability control on budget and order/project level are to be introduced. The SAP components used in the HCM area are to be continuously developed further. In addition, a central SAP coordination office (development and implementation of decision, escalation and request management) is to be established. The aim is to improve and integrate the invoicing, planning, budgeting, procurement, inventory management, human resource management and controlling processes by introducing efficient and user-friendly solutions that noticeably relieve the specialist departments of Finance and Audit (FR), Personnel and Organisation (PEO) and Administration, Construction, Procurement (VBB) in day-to-day business. To this end, a framework agreement is planned. Within this framework, specific projects in the SAP environment for the further development of accounting, procurement and inventory management as well as human resource management are to be carried out. The result should be a system that provides a correct and up-to-date representation of the financial situation of the DGUV at any time. Desired projects include, for example, the standardisation of processes and applications within the entire DGUV according to best practices, the introduction of a system-based solution for budget planning and management including reporting, the revision of the controlling hierarchy, the optimisation of release and test management, the introduction of technical interface monitoring, process optimisation according to the Bluefield approach for the ERP and HCM system (revision of the master data approach, system-based billing process, KPI reporting via dashboards). The implementation of the DGUV's functional requirements should take precedence over the system operation that minimises effort. For targeted and user-focused system maintenance and development, capacities and involvement by the DGUV specialist departments are required. The qualification is measured in particular by the services to be provided by the contractor in project management. The respective services will be specified within the framework of individual call-offs. There is no entitlement of the contractor to individual call-offs. The framework agreement will have a term of 4 years. The contract value of the framework agreement is estimated at 1.6 million euros (net), with the call-off of services being limited to a maximum total amount of 5 million euros (net).

Specific tender contents: Subject of procurement A framework agreement is planned. Within this framework, specific projects in the SAP environment for the further development of the existing SAP system landscape are to be carried out. The solutions then implemented within the SAP system are to be operated according to the existing operating rules. The following SAP modules and areas are currently implemented and in operation: FI, FI-AA, CO, BTP, MM, SD, TR, PS, PSM (in parts), interfaces, jobs, authorisations (SIVIS), forms, reporting. The following components are implemented in HCM: PA/PY, PT, OM, TV, VADM, ESS/MSS/PSS, interfaces, jobs, authorisations (SIVIS), IKS (Centric), dPA (cuConnect), P&F, cuDocumentBuilder. Desired projects include, for example, the introduction of a budget planning and management solution, the further development of the existing procurement solutions, in particular contract management, further developments in the HCM applications and above all the interfaces between HCM and FI, SAP Invoice Management and the use of AI for automated processing, the further development of the role and authorisation specifications as well as the maintenance and further development of various interfaces to connected specialist applications, such as Antrago, Bildungsmanager, SIHOT etc. In addition, a focus of the contract will be the implementation support for system adaptations for the DGUV in cooperation with the SAP operator, the support or assurance of tests, training, business process surveys and documentation. Furthermore, expert advice and support will be required for the topics of SAP basis control as well as the topics of integrating the SAP applications into the existing IT system landscape. Within this contractual framework, the contracting parties can conclude individual contracts under which the contractor will later carry out projects that are still to be determined in detail or preparatory measures for this purpose. The contractor must assume that several parallel projects will be implemented simultaneously and that this must be reconciled with the daily routine operation of the SAP applications. Corresponding personnel capacities must be available from the contractor at all times. This can include, for example, the performance of feasibility studies and conceptualisation services, but also the concrete support of system implementations to support the contracting authority in fulfilling its obligations towards the SAP operator.
