Description

The City of Turku (hereinafter "the Contracting Authority") invites your application to participate in a negotiated procedure for the implementation of the maintenance and repair of the streets and green areas in the central area of Turku as a service alliance, in accordance with this tender notice and its attached documents. The subject of the procurement is the maintenance and repair works for the streets and green areas in the central area of Turku for the contract period 1.10.2027-30.9.2035 (8 years). The streets and green areas are maintained in accordance with the General Task List for Area Maintenance 2003 (Finnish Association of Local and Regional Authorities) and the General Work Description for Green Area Maintenance VKT 2021 (Finnish Green Infrastructure Association). In addition to the above, the Contracting Authority has prepared task specifications in the Task Cards. The alliance may deviate from the requirements or guidelines set out in the task cards, if this results in qualitative or economic benefits without compromising the quality. The task cards do not prevent the testing or piloting of new materials or methods. The contract area is located in the city centre of Turku. The area is densely built, and the narrowness of the streets, among other things, poses challenges for maintenance. Above- and below-ground special structures and technology must be taken into account in maintenance tasks. In addition to the challenges posed by the urban structure, the maintenance of the city centre must take into account the historically valuable environment, various events, ongoing repair and construction work, and temporary traffic arrangements due to the latter. The contract area includes, among other things, the railway and bus station, the Port of Turku, universities, and numerous companies. The city centre serves residents, entrepreneurs, and tourists. The completion of the bypass increases the area to be maintained during the contract period of the central area service alliance or changes the existing urban environment (e.g. Vaasanpuisto, Linnanniemi, Ferry Terminal, Ratapiha). In addition, during the contract period, it is necessary to prepare for the possible implementation of a future public transport solution and the impacts of the Turku 800 anniversary on the urban environment. The Contracting Authority reserves the right to change the size of the contract area and/or the number of targets during the contract period. Good cooperation with residents, users, entrepreneurs, and other service providers operating in the area is of paramount importance. The service alliance's service provider is required to have flexibility. This is a procurement of services exceeding the EU threshold value. The procurement is implemented through a negotiated procedure. The best price-quality ratio is the basis for overall economic efficiency. The procurement is subject to the provisions of the Act on Public Procurement and Concession Agreements (1397/2016, hereinafter the Procurement Act). The procurement applies a pre-defined employment condition (tender request appendix 6.1). From the applicants who have submitted an application, the Contracting Authority will select 3-5 applicants who meet the suitability requirements for the tender competition. If not all applicants who have submitted an accepted application are selected for the tender phase 1, bidders are selected based on the scoring of reference projects. The selection criteria are described in more detail in appendix 1.1.
