Sweden – Detection and analysis apparatus – Upphandling av CBRN-material

The Swedish Civil Contingencies Agency (MSB) is conducting a procurement for a framework agreement for the purchase of CBRN materials. The procurement is part of the Agency's mission to build capacity to manage the consequences of remote handling. The material is intended for use in crises, disasters, and heightened readiness, as well as in other operations. The procurement is divided into two framework agreement areas: Framework Agreement Area A – Indicator paper for chemical warfare agents. Paper for the rapid indication of liquid chemical warfare agents, which, through a colour reaction, can distinguish G-agents, V-agents and H-agents without electronic reading equipment. Framework Agreement Area B – pH paper. Indicator paper for the rapid determination of pH in liquid samples through visual reading against a colour scale. A framework agreement is signed separately for each framework agreement area, with one supplier per area. The areas are evaluated and awarded separately, and tenders can be submitted for one or both. The evaluation criterion is price, calculated as the lowest price per indication event and per measurement, respectively. The agreement also includes the supplier's other range of consumable materials for indication and sampling within the CBRN area, at prices according to the supplier's regular price list with deduction for the offered discount rate. The framework agreement period is 24 months with the possibility of extension for a further maximum of 24 months. The estimated volume for the entire possible contract period is 17,5 million SEK. The maximum volume is 21 million SEK. The Agency guarantees no volume. Delivery is made according to DDP Incoterms 2020 to the Agency's address in Kristinehamn. The delivery time must not exceed six weeks from order.
