Poland – Agricultural, forestry, horticultural, aquacultural and apicultural services – Wykonanie zabiegów ochrony czynnej w nieleśnych ekosystemach mokradłowych w Biebrzańskim Parku Narodowym w ramach Programu Re:Generacja

The subject of the contract is a service involving the implementation of active protection measures in non-forest wetland ecosystems located in the upper basin of the Biebrzański National Park. 2. The subject of the contract includes the implementation of measures on a total area of 6.38 ha, within the land properties owned by the Biebrzański National Park, in the Trzyrzeczki Protection Zone, located in the municipalities of Lipsk (cadastre Lipsk) and Dąbrowa Białostocka (cadastre Szuszalewo) in the Podlaskie voivodeship. The exact location of the works is specified in section 3 of Annex No. 1 to the SWZ – Description of the Subject of the Contract. 3. The contract is financed under a donation agreement dated 22 December 2025 between the National Fund for Environmental Protection with its registered office in Warsaw, within the framework of the project concerning the UNEP/GRID-Warszawa Centre and the Biebrzański National Park for the implementation of the initiative entitled “Space for Nature – Protection of Forest and Non-Forest Wetland Ecosystems in the Upper Biebrza, in the Biebrzański National Park and its Buffer Zone” under the Re:Generacja Programme. 4. The active protection measures which are the subject of the contract include manual works: mowing of herbaceous vegetation along with regrowth, mowing of regrowth, reduction of trees and shrubs, pruning of willow shrubs to shape ecotones, and collection and disposal of biomass, as well as manual clearing of shrubs and tree saplings along the ditch and use of the biomass obtained for its backfilling. All types of work and conditions of implementation are described in detail in section 4 of Annex No. 1 to the SWZ. 5. The implementation of the protective measures specified in the description of the subject of the contract primarily aims to protect nature in the sense of the Act of 16 April 2004 on Nature Conservation (i.e. Journal of Laws of 2026, item 13). 6. The area of the measures may be corrected during the implementation of the task, with an accuracy of 0.1 ha, provided that the correction does not exceed 5% of the maximum area of the contract. 7. The aim of the planned protective measures is to maintain and protect valuable peatland communities and those associated with them, including the Natura 2000 habitat alkaline fens 7230, as well as the associated species of mosses, vascular plants, animals, especially birds, of non-forest ecosystems. 8. The specific objectives of the measures are: 1) maintaining non-forest peatland habitats by preventing the succession of woody and shrubby species, 2) shaping ecotones at the edge of open habitats, 3) preserving the semi-open character and mosaic structure of the habitat, 4) increasing water retention and improving the moisture of habitats in the immediate vicinity and above the place of backfilling of the ditch, by initiating processes of its silting and overgrowth. 9.
