Description
The Bank of Finland (hereinafter “the contracting entity” or “the purchaser”) invites applications to participate in the procurement for the renewal of the Helsinki traffic monitoring system (also "security framework"). The framework agreement includes, in addition to the purchaser's property in Helsinki, other properties located in the Helsinki metropolitan area owned by the purchaser. At this stage, the contracting entity is only awaiting applications for participation, and only those bidders selected as tenderers in the selection of participants will be requested to submit a tender with a separate tender invitation. The tender invitation and its annexes are for information only to the candidates at this stage. A general description of the procurement is provided in the annex "General Description of the Procurement" to the tender invitation. Partial tenders are not allowed, as the nature of the procurement object does not allow it to be divided among different operators from a security perspective. Alternative or parallel tenders are not allowed. A single supplier framework agreement and framework arrangement will be established based on the competition. The security framework has a ceiling price of 1,000,000.00 euros (VAT 0%). The total maximum value of the framework agreement is 5,000,000 euros (VAT 0%). This is not a purchase commitment, but the maximum value required by the procurement law for the entire duration of the framework arrangement (until 2032). The maximum value of the procurement may be changed in accordance with the principles of Section 136 of the Procurement Act. The framework agreement will enter into force upon the signatures of both parties and is expected to be signed during the autumn/end of 2026. The framework agreement will be in force until 2032. RESTRICTED MATERIAL EXCHANGE The procurement documents include documents that must be kept confidential. Confidential material is only distributed to bidders. Confidential material may be distributed using encrypted email or by registered mail. Confidential returnable documents cannot be returned via the tender service, but must be returned by registered mail (https://securemail.bof.fi/) to the address xxxx. Such materials must be sent before the application/tender is sent via the tender service. The bidder must destroy confidential material when it no longer has any reason to keep the confidential material (at the latest when the procurement decision has entered into force). The bidder must notify the contracting entity when it has destroyed the confidential material. SITE VISIT There is a mandatory site visit in August 2026. SECURITY CLEARANCES All persons working at the site and contact persons will undergo a personal security clearance, for which the persons must give their personal consent. A successfully completed security clearance process is a prerequisite for working at the site, handling confidential information related to the site, and handling confidential documents. The purchaser also has the possibility, at its own discretion, to carry out a company security clearance of the winning company of the tender competition before the signing of the contract or, if necessary, during the contract period.
