The Oberbergischer Kreis, as the provider of emergency medical services, is obliged to ensure the needs-based provision of emergency medical services (emergency medical care in the emergency services and patient transport) to the population. According to the emergency services needs plan, rescue stations with different dimensions and expansion options are to be established at presumably nine locations. The sizes of the rescue stations are determined by the respective need. The rescue stations are to be divided into 3 contract packages, which will be published successively. This tender serves to award the general contractor services for Package 1, consisting of the rescue stations for the following locations: 1. Morsbach Rescue Station 2. Marienheide-Mitte Rescue Station 3. Waldbröl Rescue Station. In advance, a planning of the performance phases 1 to 4 according to HOAI up to an approval planning including the necessary specialist planning was created in close coordination with the client and the users. This corresponds to the coordinated space requirements and requirements and will be made available to the applicants with the tender documents. In order to be able to react to the very different plot shapes with a design idea, a concept has been developed in which the space programme is assigned to two modules: Module 1 includes the wash and vehicle hall(s) including their ancillary rooms, Module 2 includes the office, social and changing rooms including the ancillary rooms. These two modules are arranged in two forms relative to each other: in the "T-arrangement" and in the "back-to-back arrangement". The arrangement per location is defined in the approval plans and is to be adopted accordingly in the execution planning of the general contractor. The subject of this tender on the basis of the provided Functional Performance Description (FLB) is in each case the creation of the turnkey, functional and operational ready building, including the technical systems, as well as all further planning services that have not yet been provided or not completely. Excluded are the services for alarm technology, loose furniture and active IT components commissioned separately by the client. However, the general contractor must take into account the integration of the specialist planning for these services and trades in his execution planning and in the course of execution. The use of BIM-supported project processing is described in the tender documents (see 3.1.3 of the FLB and its annexes Client Information Requirements (AiA) and Sample BIM Execution Plan (Sample BAP), the latter will be provided with the invitation to the first indicative offer). If a BIM-supported project processing is commissioned, the content, scope and degree of detail of the BIM services to be provided by the contractor are determined according to the aforementioned specifications in the FLB and its annexes. The client, however, does not want to restrict the competition for the general contractor services by prescribing a BIM-supported project processing. For this reason, he has decided on a staged approach, in which the decision as to whether BIM services are to be requested optionally, mandatorily or not at all with the final offer, is made in the course of the tendering procedure, in particular on the basis of the indicative offers and negotiation talks. The framework conditions for this approach are communicated transparently to all applicants and bidders: a) The BIM services are initially an optional, non-mandatory service. This means that the bidders in their first indicative offers may and should, but do not have to, offer the BIM services. b) The price for the BIM services is requested informatively in the first indicative offer. It is to be entered separately and separately from the lump sum in the price list and is not to be included in the lump sum. c) In the discussions of the first round of negotiations, the client will discuss with the bidders whether and under what conditions they can and want to offer these BIM services. d) If the client then insists on requesting the BIM services as non-mandatory, an offer that does not offer BIM services is also awardable. However, the client will take into account in the context of the quality assessment (award criterion "Concept for quality management", see item 5.1.10) whether the bidder offers BIM services according to the specifications of the FLB and its annexes. If the award is made to an offer with BIM services, the contractor must provide the BIM services at the separately offered price. e) The client reserves the right to cancel the BIM services before the invitation to submit a final binding offer. Then BIM is eliminated as a criterion for evaluation in the context of the award criterion "Concept for quality management". f) The client reserves the right to change the BIM services from optional to mandatory services to be offered and awarded before the invitation to the final binding offer. He will only do this if the indicative offers and negotiation talks have shown that all bidders can offer the BIM services. In this case, BIM is eliminated as a criterion for evaluation in the award criterion "Concept for quality management". Instead, the price for the BIM services will be included in the lump sum and evaluated via this according to the award criterion "Price". By the outlined handling of BIM services, it is ensured that bidders who cannot or do not want to offer BIM services can also submit an awardable offer.
