Description

The building for the "Haus für Menschen mit Behinderung" (HfMmB) is planned as an addition to the senior centre as a gabled roof house with 3 storeys. The ridge line in the north-south direction corresponds to the overall ensemble and continues the traditional building structure on Wilhelmstrasse. To the west of the building, there is a 3-storey balcony structure in metal construction, which expands the living areas of the residential groups. The open space develops opposite the outdoor areas of the neighbouring day care centre, thus promoting a spatial and social connection between the resident groups. On the eastern entrance side, the partial plot is connected by a public walkway, which leads to the northern Kirchstrasse. The eaves height is set slightly below the contour of the planned senior centre at +9.50m, as a raised ground floor can be dispensed with. The roof pitch and ridge height correspond approximately to those of the senior centre. A precise plot formation in demarcation from the neighbouring ensemble has so far only been made in the sense of the scope of the B-Plan. There, a distinction is made between the project-related and the development planning part. In the sense of the overall project, easements will have to be agreed, for example for the walkway and the position and development of the ancillary facilities for waste and bicycles.

• 3 residential groups with 6 residents each (18 residents)

• each room with its own barrier-free bathroom (level-access shower 120x120cm)

• room widths of 3.25m (>3.20m), room size 16.90m² (>16.00m²) cf. LHeim-BauV0

• living area of 45m² for 6 residents

• 1x care area on the ground floor

• 5 apartments that can be accessed separately from the staircase

• partial basement with technical areas, storage areas, WC visitors, IT, laundry room, etc.

• A connection to the underground car park of the senior centre has been discarded for cost reasons

• technical areas (heating and electrical) according to the specifications of the specialist planning

Architecture / Façade / Materiality

• regular window and pillar dimensions

• French windows with integrated glass parapet (clamping strip)

• bay window canopy colour-contrasted (possibly olive green)

• loggias, scaffold and escape balcony as a filigree steel construction (possibly olive green)

• gabled roof with surface as flat tiles in anthracite (e.g. Erlus Linea sinter grey) in coordination with the PV surfaces

• option of a solar roof as a system solution (e.g. Ennogie solar roof company)

• façade as external thermal insulation composite system with top coat (3mm grain)

• ground floor façade cladding in special material in the entrance area, e.g. natural stone or ceramic

• aluminium window sills with slats or roller shutter guide rails colour-coordinated

• balcony or loggias with picket fence

• roof edge (eaves/gable) metal parts powder-coated in special colour according to plaster tone

• colour scheme as a tone-in-tone concept with the components of the senior centre. Colour spectrum broken white to beige plaster tones

Fire Protection

• The building is classified as GK3

• staircase (necessary staircase) as 1st escape route

• 2nd escape route via mobile ladder with extension ladder (OK FFB 2.OG< 8.00m)

• distance to public traffic area <50m

• additional possibility of access via escape balcony at the end of the corridor 1st and 2nd floor

• parking area for the lifting rescue vehicle on the public traffic area (Wilhelmstraße)

Building Services

• So far, a solution with a heat pump (air-water) as an outdoor unit has been envisaged. A corresponding installation site in the open space would still have to be defined, as there is no flat roof above the 2nd floor available for this.

Structure

• The building structure is in solid construction

• The foundation is made via strip and individual foundations in coordination with the soil report.

The following schedule is planned:

• Start of planning: after the award

• Completion LPH 3: February 2027

• Start of construction: autumn 2027

• Completion: spring 2029

The cost estimate (as of 12/2025) amounts to:

The subject of this invitation to tender are the object planning services for buildings according to §§ 33ff. HOAI with the performance phases 3-9, as well as partial services of the performance phase 2 with a total of 1.5%:

- Providing the work results as a basis for the other professionally involved parties in the planning process as well as coordination and integration of their services (0.5%)

- Preliminary negotiations on the approval capability (0.5%)

- Creation of a schedule with the essential events of the planning and construction process (0.25%)

- Summarising, explaining and documenting the results (0.25%)

The existing planning is to be continued in terms of volume, design and quality, including the takeover of the existing CAD data. As a special service, a variant consideration is to be carried out, in which it is shown which planning adjustments would have to be made in order to realise a building immediately or in the future that is also suitable for the care, accommodation or nursing of people with disabilities or elderly people (special building stock according to § 38 para. 2 LBO). Including evaluation of the construction costs as a cost estimate for the proposed planning additions. A further special service includes regular coordination with the simultaneously planned project senior residence of the "Ensemble am Kirchplatz". The aim of the coordination is an overall design of both building bodies and an orderly parallel construction process of both projects. See also plan documentation in the appendix. It is assumed that there will be 10 consultation appointments. The award will be made in stages. In stage 1, the partial services of performance phase 2 and performance phases 3-4 will initially be awarded, in stage 2 performance phases 5-9. There is no legal claim to the overall award.
