Under the framework agreement, the Contracting Authority invites tenders for the provision of municipal management tasks within the administrative area of Budapest, District II. Due to character limitations, the continuation of point VI.3) Further information (BT-300): 11) The Contracting Authority, pursuant to paragraph 4 of Section 30 of Government Decree 321/2015 (X.30.), draws the attention of tenderers to the fact that the requirements and evidence of economic and financial (P/1. quantity, P/2. suitability requirements considered different), technical (M/1.1. a), b), c), d), e), f) points, M/1.2., M/2.1., M/2.2. suitability requirements considered different in subject and type), and professional (S/1. and Sz/2. suitability requirements considered different in type) suitability and evidence have been determined overall more strictly (differently) compared to the list of qualified tenderers. Furthermore, compared to the "bronze" and "silver" qualifications of the Public Procurement Authority, all relevant economic and financial (P/1., P/2.), technical (M/1.1. a), b), c), d), e), f) points, M/1.2., M/2.1., M/2.2.), and professional (Sz/1., Sz/2.) suitability requirements must be proven overall beyond the evidence of inclusion in the list of qualified tenderers. 12) With regard to point IV.2.6) Minimum duration of the binding nature of the tender (BT-98, OPA-98), the Contracting Authority specifies that the duration of the binding nature of the tender is 60 days from the date of opening the tenders. 13) Regarding issues not regulated in the AF, the procedures shall be carried out in accordance with the instructions of the public procurement documents, the Public Procurement Act, and the relevant Hungarian legal provisions. The time points determined per hour are to be understood as precise Hungarian time. 14) Main information on evaluation criteria: - assignable score: 0-100; the Contracting Authority rounds the score to two decimal places in case of fractions; - evaluation methods: inverse proportionality for the 1st evaluation criterion, direct proportionality for the 2nd and 3rd evaluation criteria, and the scoring method for the 4th evaluation criterion as specified in the public procurement documents. 15) The Contracting Authority does not hold a site visit or site consultation, the site related to the performance is freely viewable. 16) The Contracting Authority informs the tenderers that within the framework of the procedure, the personal data of the economic operators will be handled pursuant to Article 6(1)(a) and (c) of Regulation (EU) 2016/679 (GDPR). Pursuant to the GDPR, the tenderer must confirm on a form the consent to the processing of personal data communicated in the tender. 17) Responsible accredited public procurement expert consultant: Dr. Péter Csizmadia (00482) 18) The Contracting Authority intends to secure its budget from the own budget of Budapest, District II. Local Government. 19) In order to comply with the provisions of Government Decree 235/2024 (VIII. 8.), the Contracting Authority has specified as a condition for the performance of the contract that the tenderers contracting under the framework agreement are obliged to collect separately the construction and demolition waste generated at the workplace and prepare it for recycling and reuse. The Contracting Authority emphasizes that this condition is relevant in both the first and second phases of the framework agreement procedure. 20) With regard to the substantive procedure, the Contracting Authority separately draws attention to the application of the Üvegkapu. Pursuant to Section 34/A of Government Decree 322/2015 (X. 30.) and Section 1(3) of Government Decree 707/2021 (XII. 15.), the tenderer is already obliged to declare in the tender that they have become acquainted with the requirements related to the use of Üvegkapu. The Contracting Authority, as a condition for the performance of the contracts to be concluded under the framework agreement, specifies that the winning tenderer must ensure the application of Üvegkapu in accordance with the relevant legal requirements. 21) The Contracting Authority is obliged to apply the principle of "energy efficiency first" pursuant to Section 14/A of Government Decree 235/2024 (VIII. 8.) and to document solutions and alternatives that are possible from an energy efficiency perspective, including their energy efficiency and the energy savings potential that can be achieved with them, as well as the applicability of aspects related to energy consumption or energy efficiency. The Contracting Authority has carried out the examination, as a result of which it prescribes in the substantive public procurement procedure that the tenderers contracting under the framework agreement are obliged to collect separately the construction and demolition waste generated at the workplace and prepare it for recycling and reuse in order to reduce the energy required for the production of new material and the energy required for the delivery of new material to the site. Moreover, the Contracting Authority, by applying the 4th evaluation criterion (method of communication with the public and the client), wishes to prefer the application of a digital method (while not making it mandatory) that optimizes energy efficiency by minimizing paper use, avoiding unnecessary email traffic and thus the duplication of data, and reducing the energy consumption associated with personal case handling and on-site consultations arising from physical communication methods. From a technical and professional point of view, the software and/or IT system ensuring communication via digital means qualifies as a central database that performs central data processing, which means that from an energy efficiency perspective, it provides the opportunity to reduce parallel records kept by the Contracting Authority and thus contribute to more efficient energy use. The Contracting Authority emphasizes that these conditions are relevant in both the first and second phases of the framework agreement procedure.
