The subject of this contract is: "Supply, delivery, installation, commissioning and user training for a complete system for high-performance liquid chromatography with a triple quadrupole tandem mass spectrometer (QQQ), intended for the determination of pesticide residues in food in accordance with the requirements of SANTE/11312/2021v2026 for the Provincial Sanitary-Epidemiological Station in Bydgoszcz". The contract has not been divided into parts, and therefore the Contracting Authority does not allow partial bids to be submitted. All devices listed in the Subject of the Contract, which is Annex No. 3 to the SWZ, must form a compatible high-performance liquid chromatography system. Dividing the contract into parts would involve the risk of obtaining less favorable price conditions, which would generate excessive contract execution costs. In addition, warranty and service management would be significantly hindered. The need to coordinate the actions of different Contractors implementing individual parts of the contract could seriously threaten the proper execution of the contract and its logistical implementation. The contract execution time, in the event of division into parts, would significantly increase. The scope of the contract is a standard scope, enabling all Contractors, including Contractors from the group of small and medium-sized enterprises, to submit a bid. The subject of the contract offered must be factory new, not previously used as a demo or exhibition, produced no earlier than in the first quarter of 2026, and must not have any physical or legal defects, in particular, it must not be encumbered by the rights of third parties. Furthermore, the high-performance liquid chromatography system with a triple quadrupole tandem mass spectrometer (QQQ) must come from a single manufacturer and be delivered as a complete ready-to-use device without the Contracting Authority incurring additional financial, organizational and technical costs. The delivered equipment must meet all the parameters and quality requirements presented by the Contractor in the bid submitted in the tender and required by the Contracting Authority in the Subject of the Contract. Due to the specificity of the subject of the contract, the Contracting Authority allows the Contractor to conduct a local visit at the Contracting Authority's premises in Bydgoszcz at ul. Kujawska 4, in a timeframe agreed with the Contracting Authority. Failure to participate in the local visit does not release the Contractor from responsibility for the correct execution of the delivery and installation.
