The municipal enterprise Broadband Expansion of the Celle district intends to award planning services for the subsidised Gigabit expansion in previously underserved grey-area regions. The subject is the planning of a passive FTTB network infrastructure for 3,579 addresses, of which 3,257 are residential buildings and 322 commercially used properties. The services are to be provided in accordance with § 43 HOAI in conjunction with Appendix 12 No. 12.2 (Engineering Structures/Communication Facilities) through phases 1 to 9. They include, in particular, basic investigation, design, approval and implementation planning, tender preparation and involvement in the tendering process, project supervision and support, as well as involvement in grant law. The award is made in a negotiated procedure with a selection competition in accordance with VgV. Applications for participation must include at least one suitable reference for comparable planning services as well as the required declarations of self-certification.
