Framework Agreement for Technical Equipment Planning Services (Electrical Planning) for the State Building Authority Freising

1. Subject and Purpose of the Framework Agreement

At the time of the tender, no specific construction measures can be named for this framework agreement for specialist planning services for technical equipment, to which this agreement will be applied in detail. The framework agreement serves to commission future planning services for measures of different sizes in the catchment area of the State Building Authority Freising (see the attached list of properties for this purpose).

2. Project Sizes and Value Range

The framework agreement will be used for future construction measures of different sizes. The billable costs for the individual orders will – depending on the specific measure – probably be in a range from less than 500,000 € to approximately 3,700,000 € in billable costs. The framework agreement itself has an estimated total contract value (fee) of approximately 4,000,000 € net costs over the planned total duration.

3. Scope of Services and Remuneration

The subject of the framework agreement are services for specialist planning for technical equipment – plant groups for high-voltage systems and telecommunications and information technology systems according to HOAI. The commissioning based on individual calls-off usually includes the HOAI phases 1 to 9 (completely or in stages). The specific commissioning and the exact scope of services will be carried out in each individual order, based on the specific measure and object. The services can in particular include:

• Specialist planning of high-voltage systems (medium voltage, low voltage)

• Specialist planning of telecommunications and information technology systems

• Involvement in electrical systems in connection with conversion, renovation and new construction measures

• Coordination with the design planning, further specialist planning and the client

• Consideration of existing systems and existing structures

• Involvement in cost estimation, scheduling and tender preparation

• Involvement in tendering, awarding and site supervision (construction supervision)

4. Technical Focuses and Special Features

The construction measures for the individual calls-off will take place both in new construction and in renovations, maintenance, modernizations, conversions and extensions of existing buildings and systems, with the focus on conversions and renovations. In selecting the bidders, particular emphasis will be placed on performance capability in the following areas, as some of the properties have high requirements and corresponding services can be called off in the short to medium term:

• Performance capability in the medium voltage area

• Performance capability in the area of application-neutral network cabling

These must be proven by the requested references. It is also expressly expected that, as part of the individual measures, services related to monument protection will be provided, within properties with special security requirements (federal and state properties, approximately 3,000,000 € federal and 11,000,000 € state – each billable costs) or must be implemented under ongoing operation.
