Hungary – Construction work for water projects – Árvízcsúcscsökkentő tározó építés Gödreszentmárton

The contract for the "Construction of Flood Peak Reduction Reservoirs in the Operational Area of the South Transdanubian Water Directorate, Establishment of the Gödreszentmárton Reservoir" project, includes the establishment of the Dombvidéki Reservoir in the border area of Gödre and Baranyajenő, in the section above the weir of the Gödrei stream at 8+150 km. The reservoir will have a significant flood storage capacity, with a storage capacity of 601,819.6 m3 at flood water level. It will ensure the retention of floods arriving on the Gödrei stream. The establishment of the reservoir with a constant water level enables its complex utilization (flood peak reduction, water retention, water storage, welfare utilization, agricultural utilization). The planned interventions are:

- Construction of ~375 m of Valley Weir: earth dam construction using local materials

- Construction of ~1,024 m of Longitudinal Dike: construction of a water-retaining dike using local materials

- Construction of a culvert sluice in the longitudinal dike

- Construction of 1 Water Level Control and Discharge Structure (central structure): creation of a combined flood level regulating structure with reinforced concrete structure, steel closure and moving devices, temporary closure possibility, access bridge and other auxiliary facilities

- Construction of 1 Emergency Overflow Structure and associated overflow channel: the structure will be prepared with concrete laid in the reinforced concrete closure teeth, the structure will be prepared with a Reno mat and gabion basket bed protection on the pre- and post-bed sections, as well as on the overflow channel

- Reservoir area arrangement: humus removal, earth excavation, bankline arrangement, land arrangement

- Other, ancillary works: construction of side ditches, maintenance strip arrangement, access road (descent) creation, securing of utilities

- Facilities necessary for reservoir operation: hydrological station, section stones, land parcel boundary marking stones, barriers, directional and prohibitory sign placement

Design and permitting tasks:

- Preliminary investigations and measurements required for design

- Preparation of construction drawings

- Preparation of implementation plans, land development plans and permitting

- Preparation of plans related to obtaining an operating license, permitting documentation, operating regulations, handling and maintenance manual

- Archaeological documentation (depending on the ERD, ERD I. and/or ERD II.)

- Preparation and permitting of any other plans required by law or authority for the commencement and completion of the work

- Preparation of a reuse plan

- Examination and consideration of compliance with the DNSH principle

The contractor is responsible for ensuring that the interventions implemented during the construction are carried out in accordance with the DNSH principle, in line with the requirements of the KEHOP Plusz call with identifier 1.2.21. The DNSH principles applicable to the present investment are:

- Nature-based solutions and minimization of energy demand (partially)

- Identification and consideration of ecological requirements

- Use of native species

- Green procurement (partially)

- Preparation of a reuse plan

The winning bidder is also responsible for the preparation of the construction and implementation plans in accordance with the content of Government Decree 191/2009. (IX. 15.) and the valid laws. The contractor is responsible for the preparation of any permitting plans, applications, and documentation required for the construction and establishment of the facility, beyond the existing permits, and for obtaining the legally binding permits from the authorities approving the establishment. The quantities are only indicative due to the FIDIC Yellow Book construction. The full scope of work is contained in the further procurement documents. According to paragraph (3) of Section 46 of Government Decree 321/2015. (X. 30.), in the case of reference to a specific branded or sourced item, or a specific procedure that characterizes the products of a given economic operator or the services it provides, or to a trademark, patent, activity, person, type, or specific origin or manufacturing process, the expression "or equivalent" must also be understood in addition to the reference.
