France – Recruitment services – Accord cadre multi-attributaires à bons de commande de mise à disposition de personnel intérimaire et de managers de transition pour les besoins de Val d'Oise Habitat

This consultation concerns the multi-operator framework agreement with purchase orders for the provision of temporary staff and transitional managers for the needs of Val d'Oise Habitat. Since neither the pace, nor the extent, nor the nature of the services can be precisely determined, the contracting authority has decided to use a split contract in the form of a framework agreement with purchase orders (in accordance with Articles L.2125-1 1°, R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the Public Procurement Code) with a maximum of 3 economic operators per lot (subject to a sufficient number of offers). The present framework agreement is divided into 6 lots. The lots are multi-operator. The minimum and maximum amounts per lot for the initial period of the contract (i.e. 12 months) are as follows:

- Lot 1: Caretakers

- Minimum annual amount: NIL

- Maximum annual amount: 110 000 euro(s) excl. VAT

- Lot 2: Accounting, payroll and finance

- Minimum annual amount: NIL

- Maximum annual amount: 100 000 euro(s) excl. VAT

- Lot 3: Property management

- Minimum annual amount: NIL

- Maximum annual amount: 60 000 euro(s) excl. VAT

- Lot 4: Information systems

- Minimum annual amount: NIL

- Maximum annual amount: 60 000 euro(s) excl. VAT

- Lot 5: Human resources, administrative and legal

- Minimum annual amount: NIL

- Maximum annual amount: 60 000 euro(s) excl. VAT

- Lot 6: Transitional managers

- Minimum annual amount: NIL

- Maximum annual amount: 150 000 euro(s) excl. VAT

Purchase orders will be notified by the contracting authority as needed. The final amount of the contract will therefore depend on the number of services actually performed applied to the unit prices shown in the price schedule. The amounts will be the same for each renewal period. This framework agreement sets out all the conditions for the performance of the services; it is executed as and when purchase orders are issued by the contracting authority. Each lot will be awarded to a maximum of 3 economic operators (subject to a sufficient number of offers).
