Description

The Ilmenau Water and Wastewater Association is the municipal body responsible for drinking water supply and wastewater disposal in the southern Ilm-Kreis, the western part of the Saalfeld district, and the Schmiedefeld district of the city of Suhl. The Association is a public-law corporation. The water supply and wastewater disposal facilities of the Association are operated as an in-house operation pursuant to § 36 ThürKGG in conjunction with § 1 ThürEBV. The in-house operation serves to fulfil the tasks of the Association. Elevated radon concentrations have been permanently measured in indoor spaces at the existing site, which are significantly above the applicable reference or limit values. Radon poses a recognised health risk, particularly due to the increased risk of lung cancer from long-term exposure. Given the proven contamination, immediate action is required to prevent further endangerment of the health of the employees and to comply with legal obligations. The necessary renovations and extensions at the old site would be technically complex, costly, only partially effective, and would massively disrupt ongoing operations over a longer period. Therefore, the construction of a replacement building at a suitable, radon-low site is the most sustainable and urgently necessary solution to ensure health protection, meet legal requirements, and provide sufficient capacity for current and future tasks. As part of the relocation of the site, it is planned to combine the administration, the master areas for drinking water and EMSR in the future. Prior to the planned VgV procedure and subsequent implementation, various sites were examined. As a result of this examination, the Water and Wastewater Association decided on the site at the Ilmwerk (formerly Porzellanwerk) in Ilmenau and acquired some plots of land with buildings (total area: approx. 9,536 m2, of which built-up: approx. 1,840 m2, open space: approx. 7,696 m2). The aim is to create modern, energy-efficient and future-proof administrative and operational buildings for the 70 to 90 employees, which meet the requirements for functionality, sustainability and economy (Building 1, GFA 4,368 m2; Building 2, GFA 174 m2; Building 3, GFA 1,329 m2). The tendered planning services are to create a reliable basis for decision-making as to whether a renovation of existing structures or a partial new construction at the Ilmwerk site is the more economical and technically better solution. The planner/consortium must submit all contractually required planning services up to and including phase 3 (HOAI 2021) no later than 120 calendar days after the award, complete, verifiable and coordinated with all specialist planning. The following cost framework has been determined by the client: Eligible costs (KG 300 + 400): approx. 6,500 million EUR gross, of which KG 300: approx. 4,804 million EUR gross, KG 400: approx. 1,696 million EUR gross, of which KG 410: 0,170 million EUR, KG 420: 0,339 million EUR, KG 430: 0,119 million EUR, KG 440: 0,712 million EUR, KG 450: 0,238 million EUR, KG 460: 0,118 million EUR, Eligible costs KG 500: approx. 0,360 million EUR gross.
