Romania – Food, beverages, tobacco and related products – Acord-cadru - Achizitia de alimente pentru anul 2027

Brad Pneumophthisiology Sanatorium intends to conclude framework agreements, separate by lots, for the supply of food products necessary for the preparation and serving of meals to patients for the year 2027. The procurement is divided into 12 lots and includes 168 product positions. The description, specifications, minimum and maximum quantities of the framework agreement and of the subsequent contracts are those in the Terms of Reference and the annexes of the documentation. The framework agreement will be concluded, for each lot, with a maximum of 2 economic operators whose offers are admissible and occupy the first two places in the ranking. Subsequent contracts are awarded without reopening the competition, according to the objective criteria and the award mechanism established ex ante in the framework agreement. In principle, the subsequent contract is awarded to the operator ranked in the first place; moving to the operator ranked in the second place is only allowed in objective, documented situations and foreseen in the framework agreement. The estimated frequency of subsequent contracts: monthly and/or quarterly, depending on the actual need, consumption, storage capacity and available budget credits. This estimate does not constitute a firm commitment to consume or to award the maximum quantities. Number of days within which clarifications can be requested before the deadline for submission of tenders: 18 days. The contracting authority will respond clearly and completely to requests for clarification on the 11th day before the deadline, in compliance with art. 160-161 of Law No. 98/2016.
