Mission to support local authorities in Western Guiana in the development of a second-generation progress contract as part of the implementation of the "Eau-Dom" plan. The mission involves technical, legal, administrative and financial support for each of the 8 member municipalities. The mission comprises 4 phases: - phase 1: Diagnosis of services and assessment of the first progress contract - phase 2: Strategic orientations for improving services, by municipality - phase 3: Budget and financing arrangements: production of financial forecasts - phase 4: Drafting and discussion of the progress contract
