Tender for the performance of energy labelling and supplementary data collection for Tønder Municipality (hereafter referred to as the Contracting Authority). The current tender conditions are valid for the Contracting Authority's tender. The tender is conducted as a restricted procedure in accordance with the Public Procurement Act, Section II, consisting of an application phase and a tender phase.

The tender includes energy labelling and supplementary data collection of buildings owned by the Contracting Authority and subject to regular energy labelling requirements or energy labelling requirements upon sale or lease. As options, buildings between 60 m2 and 250 m2 are included in the tender. The tender includes energy labelling of and supplementary data collection on the Contracting Authority's buildings, listed in "Contract Annex 3 - List of Tenders and Buildings". The listed buildings constitute the buildings selected by the Contracting Authority with an area > 250 m², which are subject to regular energy labelling requirements, as well as the Contracting Authority's buildings in the range 60-250 m², which, apart from the area, are subject to regular energy labelling requirements or are subject to energy labelling requirements upon sale or lease and belong to properties with buildings over 250 m2. The tender further includes the following purchase options: Option 1 - Energy labelling and supplementary data collection on buildings in the range 60-250 m², which, apart from the area, are subject to regular energy labelling requirements or are subject to energy labelling requirements upon sale or lease, and are not covered by the task. Option 2 – Energy labelling and supplementary data collection on buildings selected by the Contracting Authority, and which are not covered by the task. The task is to be carried out in 2026-2027. Reference is made to the documents "Contract Annex 3 – List of Tenders and Buildings" and "Contract Annex 2 – Specification of Requirements" for a more detailed description of the services as well as the minimum requirements for these. The Applicant/Tenderer is encouraged to keep up to date with the tender, as changes to the tender material may be made within the framework of the Public Procurement Act after publication, including changes to the specification of requirements and the tender conditions. The Applicant/Tenderer must ensure that the Application/Tender is based on the tender material valid at the time of submission, incl. any corrections, additions, supplementary information, correction sheets, questions and answers, etc. Exclusion An economic operator is excluded from participation if the economic operator is covered by one of the mandatory exclusion grounds in the Public Procurement Act, § 134a, § 135 or § 136. An economic operator is also excluded if the economic operator is covered by one of the voluntary exclusion grounds in the Public Procurement Act, § 137, subsection 1, no. 1-2, 4 and 6. An economic operator cannot be excluded from participation if the economic operator presents sufficient documentation that the economic operator is reliable, even if the economic operator is covered by one or more of the exclusion grounds in the Public Procurement Act, §§ 135-137, cf. the Public Procurement Act, § 138, subsection 1. The Applicant states the information on the exclusion grounds in ESPD's Section III. Council Regulation (EU) 2022/576 A contract cannot be awarded to the following companies, cf. Council Regulation (EU) 2022/576 of 8 April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine: A. Russian citizens or natural or legal persons, entities or bodies established in Russia B. legal persons, entities or bodies, of which an entity as referred to in the present paragraph a) directly or indirectly owns more than 50 %, or C. natural or legal persons, entities or bodies, acting on behalf of or upon the instructions of an entity as referred to in the present paragraph a) or b), Likewise, subcontractors or supporting units covered by the above may not be used if this actor's contribution amounts to more than 10 % of the contract value.
