The subject of this tender is the comprehensive and demand-driven establishment and operation of charging infrastructure for electric vehicles (cars and small commercial vehicles) in the public road space, as well as on publicly accessible areas owned by the Landkreis Oldenburg or the municipalities within the district, and at one location in the city of Oldenburg (Oldb). The establishment of charging infrastructure on non-publicly accessible areas is only permitted in exceptional cases. To determine the charging infrastructure to be established as part of the tender, the Landkreis has created a forecast of the number of electric vehicles and charging requirements in the district up to the year 2035 and used it as the basis for the quantities to be established. A nominal output power of 6,000 kW to be installed throughout the contract area is being tendered, which will be awarded in two lots. Lot 1 "North" provides for a charging capacity of 3,500 kW to be established, and Lot 2 "South" 2,500 kW. The establishment of additional charging facilities is possible after a separate needs assessment. The details are governed by the contract for the establishment and operation of charging infrastructure. The establishment of AC, DC, and HPC charging points is planned. The Landkreis intends to grant the operators, by way of a fundamentally exclusive general right, the establishment and operation of the charging facilities in the public road space and on the publicly accessible municipal areas.
