Following the 10-year psychiatric plan, the Folketing has decided that, as of 1 October 2026, the treatment responsibility for 18-24-year-olds with anxiety and depression will be transferred from practising psychologists with a provider number to the regions. Citizens are referred to the region by their own doctor. At the same time, a patient right to swift treatment is introduced, so that treatment must be offered at the professionally assessed treatment level within 30 days from the date of referral. If this cannot be offered, the citizen has the right to use a private alternative. The current contract covers individual treatment with a private practising psychologist for 18-24-year-olds with mild to moderate depression and/or anxiety. If a citizen is referred to a treatment course with private psychologists, this can happen for two reasons: 1. If the citizen is referred to a course with physical attendance, and the regional treatment unit does not offer this in the citizen's municipality, but where a private provider has a treatment offer in the citizen's municipality 2. If the citizen is referred to a course in the regional treatment unit, or with a provider in the citizen's municipality, and neither of these can offer a course within the 30 days. The contract is entered into on the basis of the Health Act § 73 j, subsection 4. The purpose of the current tender is to ensure patients have a short waiting time for free-of-charge psychological treatment of young people with mild to moderate depression or anxiety and to ensure compliance with the treatment deadline. The contracting authority therefore wishes to enter into cooperation agreements with one or more actors who can carry out relevant treatment within the applicable deadlines from the date of referral. The tender also aims to support the contracting authority's overall objective of being able to deliver treatment at a high level. This should be done with regard to the right quality, the right service level, and the most advantageous price. With reference to the purpose of the tender, the contracting authority assumes that the tendered services will be offered at prices that are in line with or below the price level for the equivalent service in the region at the time of submission of the tender. The contracting authority will not accept a tender that has a higher price than the equivalent regional tender. This means that if the price of the regional tender is lower than the prices in the received tenders, the contracting authority will not accept any of the received tenders. The specification, cf. Contract Annex 1, contains a detailed description of the tendered services. The framework agreement is divided into 16 sub-contracts. Sub-contracts 1-15 relate to services that, together with the services provided by the five regional youth clinics, make up the regional offer. The sub-contracts are geographically divided. For each sub-agreement, a maximum number of patient pathways has been set, see more below. Sub-contract 16 is not geographically defined and covers the entire Region Midtjylland. Sub-contract 16 functions as a supplement and extra capacity for the regional offer. Sub-contract 16 is used in cases where the maximum number of patient pathways under one or more of sub-contracts 1-15 has been reached, or if there is no longer available capacity under the relevant sub-contract.
