France – Energy and related services – Procédure de mise en concurrence portant sur le soutien à la production d’hydrogène renouvelable ou bas-carbone au sens de l’article L.811-1 du code de l’énergie par électrolyse de l’eau

This procedure, defined by Articles R. 812-1 and following of the Code de l'énergie, aims to select beneficiaries of the support scheme for low-carbon hydrogen production pathways by water electrolysis or renewable hydrogen on French territory. The modalities for granting the aid will be specified in the tender specifications drawn up following the selection phase of eligible candidates to participate in the procedure. The aid will cover a maximum period of 15 years. This is the second wave of the aid scheme SA.101951, which was the subject of a decision by the European Commission. The competitive procedure described in Articles R. 812-1 and following of the Code de l'énergie includes a phase for selecting eligible candidates, and a phase for designating winners, from among the selected candidates, to benefit from the support. Following the selection phase of eligible candidates, a tender specification will be sent to the candidates for the submission of final aid applications and the selection of winners. Subject to Articles L. 2224-32 and L. 2224-33 of the General Code of Territorial Collectivities, any person established on the territory of a Member State of the European Union or, within the framework of the implementation of international agreements, on the territory of any other State covered by such an agreement and wishing to build and operate a production unit on French territory may participate in this competitive procedure. This notice meets the conditions of Article R. 812-4 of the Code de l'énergie. Forecast schedule of the procedure: the consultation documents will be available on the ADEME website from 01/09/2026. The deadline for submitting applications is 02/10/2026 (23:59). The forecast date for designating eligible candidates to submit an offer is 02/11/2026. For more details, see the consultation document.
