France – Construction work for school buildings – Marché public global de performance énergétique à Paiement Différé (MGPE-PD) pour la rénovation énergétique et bâtimentaire de 6 groupes scolaires à Petit-Quevilly PHASE CANDIDATURE

This tender concerns a global energy performance contract with deferred payment (MGPE PD) in accordance with the provisions of Law No. 2023-222 of 30 March 2023 and carried out within the framework of a negotiated procedure according to Articles R. 2171-15, R. 2124-3, R. 2161-12 and following of the Public Procurement Code, for the energy and building renovation of 6 School Groups, with greening of the yards, in 3 phases of one year each (2 groups per phase); creation of a temporary school group of 17 classes, with a dining room and a kitchen/preparation space (plate heating, dishwashing, etc.) in Petit-Quevilly. The Operation-Maintenance of the 6 School Groups over a period of 9 years is also included in this contract. The sites concerned are as follows: École Jean Jaures: 26 Bd Charles de Gaulle, 76140 Le Petit-Quevilly École Meret: 65 Rue Gambetta, 76140 Le Petit-Quevilly École Philippe: 30 Bd Stanislas Girardin, 76140 Le Petit-Quevilly École Jean-Baptiste Clément: 4 Rue Jean-Baptiste Clément, 76140 Le Petit-Quevilly Groupe Scolaire Jeanne d'Arc et Pasteur: 10 and 14 Rue Louis Pasteur, 76140 Le Petit-Quevilly. The total amount of the operation is estimated at 20 M euro(s) HT. This estimate has no contractual value and must be refined; it is given as an indication to candidates. The works concern mainly the thermal insulation of the buildings, the implementation of a supervision system and the renovation of the ventilation and HVAC systems. The contract includes performance commitments defined in terms of activity level, service quality, technical operation and energy and environmental efficiency. These performance commitments are quantified and measurable thanks to the implementation of equipment allowing the monitoring and analysis of the measurements relating to the performance commitments imposed on the group during the building's operation phase, which will be specified later in the tender documents.
