Germany – Engineering-design services for traffic installations – Vergabe Ingenieurleistungen zum Ausbau der Straßen "Bornhohl", "Freier Platz", "Altkönigstraße" und "Kirchgasse"

The City of Steinbach (Taunus) plans to undertake one of the central urban development measures in the core city. In this regard, the streets "Bornhohl", "Altkönigstraße", "Kirchgasse" and the "Freier Platz" are to be fundamentally renovated. In the context of this tendering procedure, the engineering services for the design and planning of the public traffic areas will place central importance on the quality of stay in the area "Freier Platz" / "Bornhohl" / "Kirchgasse" as one of the city's key locations, which should also be reflected in the design of the traffic areas, buildings, street furniture, lighting and green elements. The traffic areas must be planned to be barrier-free and aesthetically demanding. In the area of the "Freier Platz", an exposure of the "Steinbach" is to be carried out, which must be taken into account in the design. In the trade of civil engineering works, the renovation of existing defects in the sewerage in the construction area (main canals) and defective connection lines in the public area is necessary. Furthermore, a new rainwater canal in the "Bornhohl" from the "Freier Platz" to the "Altkönigstraße" is to be planned and, together with the new house connections and connection lines, constructed. For the main canal, specific measures are to be planned, tendered and the construction implementation is to be monitored on the basis of the available renovation concepts. For the connection lines (SSK and canal house connections), the contractor is to create renovation concepts based on the TV inspection results and the elimination of the defects in the public traffic area is also to be planned, tendered and the implementation monitored. For the new or reconstructed canals and connection lines, an inventory plan is to be created including the necessary surveying services. The City of Steinbach (Taunus) wishes to select a planning office within the framework of the tendering procedure, which, within the framework of an open planning process, taking into account the framework conditions, achieves the best possible result. In this regard, solutions are expected that pursue a holistic approach and ideally achieve a functional, economic and aesthetic optimum. The City of Steinbach (Taunus) will assign all the services of road construction to the traffic facilities. Furthermore, components of the services to be offered are the creation of a route summary plan with representation of all existing and planned lines in coordination with all affected supply carriers, the creation of diversion, signage and marking plans for all construction states as well as the final state in coordination with the traffic authority of the City of Steinbach (Taunus). In this regard, it must be taken into account for the route summary plan and the traffic management plans that the execution of the measure in 2 sections (2 separate tenders) is planned and that in the two sections, due to fixed points in the traffic management, sub-sections must be formed in the implementation. For the planning and communication, high-quality 3D visualizations are to be created. The aim is a realistic, at the same time abstracted representation of the construction area for use in public relations, political committees and presentations.

Traffic Facilities

Of the services regulated in the HOAI, engineering services in the trade of traffic facilities LP 1 – 3, 5 + 6 according to § 47 HOAI 2021 are to be commissioned. The planning service will be commissioned in stages. In the first step, the LP 1 - 3 in the trade of traffic facilities, the creation of the route summary plan as well as the associated visualizations and the signage, marking and diversion plans will be commissioned. After the approval of the planning by the Magistrate of the City of Steinbach (Taunus) and the necessary committee decisions, it is planned to commission the contractually optionally provided, further planning phases including the on-site construction supervision. In this regard, the planning work is to be coordinated with the concerns of the supply carriers in addition to the concept discussions with the responsible approval authorities. The routes of the supply lines are to be incorporated into the execution plans. Part of this fee request is also the on-site construction supervision as a special service to LP 8 Construction Management according to the service spectrum according to Annex 13 HOAI 2021. For the offer, the entire trade is to be calculated with allocable manufacturing costs in the amount of 3,600,000.00 € (net).

Civil Engineering Works

In the necessary engineering services of the performance phases 1-3, 5 and 6, all basic services according to § 43 HOAI 2021 as well as the on-site construction supervision (Special service to LP 8) according to Annex 12 LP 8 HOAI 2021 are to be provided. Also the creation of the renovation concepts for the connection lines. In the trade of civil engineering works (drainage), according to the overall hydraulics for the City of Steinbach (Taunus), the new construction of an RW canal with a length of approx. 240 m as well as the new construction of an MW canal with a length of approx. 195 m is planned. New house connections to the adjacent properties are to be planned for the rainwater canal or the new SSK as well as existing gutters are to be connected to the rainwater canal. For the existing main canals, the renovation concepts are available. These will be handed over to the contractor. For the connection lines, corresponding renovation concepts are to be created and offered by the contractor. The associated TV inspection results will be handed over to the contractor. Approximately 160 connection lines with an average length of 8 m will be driven. For the offer, the entire trade is to be calculated with allocable manufacturing costs in the amount of 1,450,000.00 € (net) including the construction of the new RW canal connection lines. Of this, approximately 520,000.00 € (net) is attributable to the renovation of the main canal as well as the connection lines in open construction.
