This tender guide describes the European procurement procedure, according to the open procedure, to conclude a contract with Province of Zeeland. In 2021, Province of Zeeland carried out a European procurement where the Liability Insurance and Employers' Liability Insurance were procured in combination. The policies came into effect on 1 January 2022 and will expire on 1 January 2027 by law. The insurances therefore need to be procured again via an open European procurement. Directive 2014/24/EU and the Public Procurement Act 2012 apply to this European procurement.

Liability Insurance for Province of Zeeland

Province of Zeeland wishes to conclude a Liability Insurance specifically for the Province for a period of 3 years with an option to extend 3 times by 12 months.

Employers' Liability Insurance

In combination with the Liability Insurance, Province of Zeeland wishes to conclude an Employers' Liability Insurance - or equivalent products - for its employees and contractors for a period of 3 years with an option to extend 3 times by 12 months. Alternatives may also be offered for the Employers' Liability Insurance, such as an Employees' Accident Insurance during working hours and a 24-hour Accident Insurance.

Lots 1 and 2

The aforementioned insurances are procured in combination. The Liability Insurance for the Province relates to Lot 1 and the Employers' Liability Insurance relates to Lot 2. Both lots are inseparably linked due to the premium calculation and the cover. The lots will therefore be awarded to one and the same party to the bidder with the Best Price-Quality Ratio (PQR). The bidder must base his Submission entirely on the requested in this Tender Guide including the accompanying Appendices. The submission of an alternative offer that does not comply with this Tender Guide with accompanying Appendices, including the Programme of Requirements, is not permitted.
