Subject & Objective of the Procedure: The basis for the new construction of the AWS operating base at Bruno-Jacoby-Weg 5 is the relocation concept of the AWS from 2022. The concept provides for the relocation of the existing AWS operating points at Liebknechtstraße, Heßbrühlstraße, parts of the operating point in Türlenstraße and 6 vehicles of the DRK readiness in Degerloch to the future location at Bruno-Jacoby-Weg 5 (parcel no. 3477/1) in Stuttgart Degerloch. The buildings of the fire and rescue station 5 are currently located on the parcel. These are unsuitable for use by the AWS and are to be demolished. The area around the property is used for commercial and residential purposes. Therefore, special precautions for emission control are required. Based on a previous feasibility study, a noise technical investigation by the engineering office SoundPLAN GmbH and an odour emission forecast by the engineering office Müller-BBM GmbH have already been carried out. The findings of the expert reports are to be taken into account. When planning the new location at Bruno-Jacoby-Weg, both the existing and future operational facilities of the AWS must be taken into account. The space program presented is adapted to the requirements of the organisational units of the AWS in order to ensure the operational processes on a permanent basis. A new administrative building for approx. 214 employees is to include office space, storage and technology as well as a canteen with a warming kitchen. In addition, the DRK readiness with additional 60 employees and 6 vehicles is to be accommodated. A new fully enclosed vehicle hall for 37 lorry parking spaces (operational vehicles), 28 transporter parking spaces, approx. 49 car parking spaces and storage areas is also planned on the property. All operational vehicles (waste collection vehicles, snow clearing vehicles) are to be parked on the ground floor according to the Munich model. The usable areas of the AWS operating base, such as the vehicle hall and further adjacent storage and logistics areas, are to be realised predominantly on one level. A freestanding salt silo is also to be provided on the operating site. In order to be able to realise the use of the former site for the planned new construction of the AWS operating base, a new development plan must be drawn up. This is currently being drawn up on the basis of the previously prepared feasibility study. The allocable costs are estimated at approx. 29.5 million net. For the scope of services project management, the state capital Stuttgart is now looking for a suitable office within the framework of a VgV procedure. Subject of the Contract: The bidder who, after evaluation of the award criteria, achieves the highest score, is to be commissioned with the project management in accordance with the Heft 9 of the AHO guidelines, project stages 1-5. The detailed scope of services can be found in the attached sample contract. The contract is awarded depending on the project approval by the municipal council of the state capital Stuttgart within the framework of call-off contracts. The contractor is obliged to accept all services in full if the project is realised. The client intends to award the services step by step. There is no legal entitlement to the award of all services.
